Job Responsibilities
Serve as the ATEC System Team (AST) Chair, Effectiveness Evaluator, and/or Test Manager for assigned systems within the UAS/C-UAS Division.
1. Evaluation Integration - Responsible for the overall evaluation of assigned system(s), to include technical performance in critical areas, design stability/maturity, and assessment of risk and progress toward meeting key performance parameters (KPPs), key system attributes (KSAs), operational utility, and effectiveness, suitability, and survivability. Identifies and resolves highly complex evaluation problems. Lead for the development of the System Evaluation Plan (SEP) and the Evaluation Decision Review in the planning phase of assigned project(s). Responsible for developing and integrating all of the Army Test and Evaluation Command (ATEC) System Team’s (AST) inputs to evaluation reports and products (e.g., Operational Test Agency Evaluation Report (OER), Operational Test Agency Assessment Report (OAR), Operational Test Agency Milestone Assessment Report (OMAR), Operational Test Activity (OTA) Follow-on Evaluation Report (OFER), and the Emerging Results Brief (ERB).
2. Performance Evaluation – Serves as a subject matter expert on the system or commodity being evaluated and focuses on evaluating system effectiveness.
3. Test Integration – Responsible for overall development of test execution (planning through data delivery) with subordinate organizations and Program Manager (PM) (for contractor testing) to include M&S; develops and presents input for all T&E planning documents and participates in all T&E Working-Level Integrated Product Team (WIPT) meetings; resolves diverse viewpoints/controversial issues; coordinates with the PM and oversees the cost estimation, test planning, execution, and reporting processes. Assists the test officer and PM in the planning and execution of the test readiness reviews.
4. Safety Evaluation - Responsible for generating Safety Releases (SRs) for testing involving Soldiers and Safety Confirmations (SCs) in support of equipping, fielding, and milestone decisions for assigned system(s) and ensuring safety is addressed in evaluation reports.
5. AST Chair - Responsible for integrating all ATEC T&E activities and synchronizing all AST products and coordinating with AST members for all formal products and briefings. Sets reasonable suspense dates for development and review of documents; reports to multiple levels of leadership; represents the CG, ATEC on AST matters; uses the approved ATEC Enterprise system to manage all programmatic data; oversees the baseline T&E cost and schedule elements of assigned system(s); coordinates AST funding requirements with appropriate PM channels; works to assess political, fiscal, and other factors affecting customer and program needs; and assists with and oversees the plan, processes, and status of instrumentation certification and accreditation of models.

Conditions of Employment
- This position requires incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position requires temporary duty travel (TDY) up to 25% of the time. Must be willing and able to travel on military and commercial aircraft.
