This is a Direct Hire (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to certain positions in the competitive service.
 
The Electronic Proving Ground (EPG) mission statement:  The U.S. Army Electronic Proving Ground (EPG) executes developmental testing in direct support of Army Futures Command, Program Executive Offices, DOD partners and industry partners to ensure our War fighters are enabled to dominate the future battlefield.

The Electronic Proving Ground is seeking applicants for an Telecommunications Specialist at  Fort Huachuca is located 75 miles southeast of Tucson, AZ.  We are nestled at the foot of the Huachuca Mountains and enjoy the benefit of some of the best climate and beautiful terrain in the United States. Sierra Vista is a Purple Heart City and veteran friendly, where the average commute is 16 minutes. This mid-sized city experiences a mild climate with a laidback lifestyle and athletic environment. The surrounding area has a wealth of outdoor activities such as hiking, mountain biking, cycling (30 miles of path) and wildlife viewing. Water activities are available at two nearby lakes, and the city’s Cove Aquatic Center. There is a weekly Farmer’s Market and many holiday festivals throughout the year. The city is just a short drive away from Southern Arizona’s bustling wine country, Cochise County alone has over 10 wineries. Sierra Vista is home to a community college and two universities. Fort Huachuca’s Housing Office even offers local relocation assistance for our Civilian workforce. Those wishing to live in Tucson for additional housing options and work on post, may utilize a weekday shuttle. 
 
Our typical work schedule is M – Friday, 6:30 am  – 4:00 pm.  We are offer 2 days of telework per week.

Job Responsibilities

Serves as a Telecommunications Series, GS-0391 Test Officer (TO), in the Electromagnetic Environmental Effects and Environmental Effects (E4) /TEMPEST and Antenna Division within Electronic Proving Ground (EPG). This position involves technical and analytical work pertaining to the planning, development, acquisition, testing, integration, installation, utilization, or modification of telecommunications systems. 
  • This is a developmental position.  Duties described are those at the full performance grade of GS 13.
  • Serves as the primary Test Officer (TO) for the planning, execution, and reporting of Developmental Tests.
  • Monitors and performs detailed analysis of program progress utilization of resources. 
  • Analyzes, verifies, and presents data, methodologies, and results IAW ATEC and EPG policies.
  • Responsible for development of the test design, budgets, system simulation/stimulation, data collection approaches, data collection instrumentation, analysis and after-action methodologies, support tools, and preparation of complex project test plans/test reports. 

Job Qualification

Basic Requirement for Telecommunications Specialist:  Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
 
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Specialized Experience

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.  
 
Specialized Experience:  
Experience troubleshooting and testing equipment related to  Electromagnetic Environmental Effects and Environmental Effects (E4) /TEMPEST associated with digital data systems and networks; This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
 
Specialized Experience: One year of specialized experience which includes 1.) providing technical support  and testing in the field of Electromagnetic Environmental Effects and or Environmental Effects (E4) /TEMPEST systems.  2.) assist with defining technical standards and policy for   Electromagnetic Environmental Effects and Environmental Effects (E4) /TEMPEST.  This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Experience working as a test officer in the field of Electromagnetic Environmental Effects and Environmental Effects (E4) /TEMPEST.  2) Provides  guidance and prepares documentation related to Electromagnetic Environmental Effects and Environmental Effects (E4) /TEMPEST.  3)  Assist in the development and submission of customer support agreements, test planning documentation, test plans, and test reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

  • This position may require occasional overnight travel away from the normal duty station for business purposes up to 15% of the time.
  • Incumbent must obtain and be able to maintain TEMPEST Certified Professional Level II.
  • Incumbent must obtain and be able to maintain Defense Acquisition University – Test and Evaluation Practitioner within 2 years.
  • May be required to work shift, weekends, or holidays temporarily in support of TEMPEST tests.
  • Financial Disclosure Statement, OGE-450 is required at entry of employment and annually thereafter.
  • The incumbent may be required to work nights and weekends to support the mission.
  • This position may require occasional overnight travel away from the normal duty station for business purposes up to 15% of the time.
  • Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations.
  • Relocation/Recruitment/Relocation Incentive maybe offered.
