Job Summary
The United States Army Test and Evaluation Command is posting this advertisement to fill a current vacancy. The chosen candidate will serve as an Aircraft Pilot supporting the Flight Services Division, within Yuma Test Center, Yuma, AZ. A selection will be made soon after the closing date. Selection of this position is permanent and will be made at the GS-13 grade level.
Job Responsibilities
Serves as test support Pilot-In-Command (PC) in a variety of aircraft (multi-engine, fixed wing or rotary wing) assigned or attached, as necessary. PC duties will be in support of RDT&E projects in all aspects concerned with flight testing of new or modified systems, the airborne accumulation of test data, and range support.
As an Aircraft Pilot, you will:
- Serve as Coordinator of Aviation Operations/Facilities planning and directing all functions inherent to overall services and operational requirements of the aviation activities.
- Perform preflight and post flight checks, file flight plans, and brief passengers on emergency procedures and survival equipment/techniques for environmental conditions to be encountered during the flight.
- Communicate the organization's strategic plan, mission, vision, and values to the team and ensures they are integrated into the team's strategies, goals, objectives, work plans and work products, and services.
- Recommend tests be discontinued if deemed necessary due to aircraft or human factors limitations.
Job Qualification
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience:
One year of specialized experience operating rotary wing aircraft such as the UH-60 Blackhawk military aircraft; reviewing and analyzing mission tasking and weather information; experience in conducting crew briefings; and experience in aircraft preflight inspection and aircraft loading. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

*A current Federal Aviation Administration (FAA) Commercial Pilot Certificate and/or the appropriate military rating. Current Federal Aviation Administration (FAA) certificate with commercial or higher with the following privileges: commercial helicopter and instrument helicopter or equivalent military ratings, certified flight instructor (CFI) or equivalent military ratings, and certified flight instrument instructor (CFII) or equivalent military ratings. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Please note - the pilot certificate must include the rating(s) appropriate to the work of the position to be filled. For example, a position that involves flying a multi-engine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane, multi-engine, and instrument ratings or appropriate U.S. military ratings. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g. an Airline Transport Pilot Certificate. *You must submit supporting documentation for this requirement.
*Applicants for this position must meet certain minimum flight hour requirements, including recent flight experience. Minimum requirements are total flight time 1500 hours (Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: They hold the certificates and ratings required; They have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; They meet the requirements in terms of level and quality of experience; and Their flying history indicates they are qualified for the position.), pilot-in-command 250 hours (Only flight hours acquired as pilot-in-command are creditable), night flying 75 hours (For inservice placement actions 25 hours may be waived if the candidate demonstrates the ability to perform the work), flying time in the last 12 months 100 hours (For inservice placement actions, up to one-half of the flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely. For positions flying both helicopters and airplanes, at least one-fourth of the total hours must be in either category of aircraft.), 75 hours instrument (at least 10 of the required hours must have been logged in actual instrument weather. Total Flight Time--Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For inservice placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the knowledge and skills needed to perform the work, provided: They hold the certificates and ratings required; They have acquired the pilot-in-command hours and flight hours in other categories essential to performance of the work; They meet the requirements in terms of level and quality of experience; and Their flying history indicates they are qualified for the position.
Pilot-In Command--Only flight hours acquired as pilot-in-command are creditable.
Night Flying--For inservice placement actions 25 hours may be waived if the candidate demonstrates the ability to perform the work.
Flying Time, Last 12 Months--For inservice placement actions, up to one-half of the flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely. For positions flying both helicopters and airplanes, at least one-fourth of the total hours must be in either category of aircraft.
Instrument -- at least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of instrument flight time, e.g., hood instrument.
Instructor Time -- Must be related to the nature of the instruction work and the category of aircraft operated (i.e., airplane or helicopter) in the position to be filled. If the purpose of the position is to provide instruction in instrument flight techniques, one-half of the flight time must have involved instrument instruction in either airplanes or helicopters.
