Job Summary

  • The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Defense Civilian Intelligence Personnel (DCIPS) Direct-Hire Authority. The chosen candidate will serve as a Security Specialist supporting the Yuma Proving Ground. The selection for this position is a "Developmental" and will be made at the GG-9/11/12 grade level.

Job Responsibilities

As a Security Specialist, you will:

  • The incumbent implements one or more of the installation intelligence (DCIPS) related security programs, which are: operational (OPSEC), Special Security Office (550), Personnel, Foreign Disclosure, Information, Technical, and Industrial Security. Provides journeyman level guidance, support and assistance across a broad spectrum of security disciplines. 
  • Incumbent reviews basic and supplemental regulatory guidance over the entire spectrum of intelligence related security disciplines, comparing them to existing or expected vulnerabilities. Once compared with an existing standard, the incumbent makes rational determinations in the development and/or procurement of systems which may be needed now or at a future time to insure program completion. Inappropriate decisions by the incumbent might result in costly program delays or the compromise of sensitive program features.
  • The incumbent develops and maintains comprehensive knowledge of more than one of the intelligence and related security disciplines, which include: Operations (OPSEC), Technical, Special Security, Personnel, Information and Industrial security. The knowledge base will allow incumbents to develop local procedures that ensure all program objectives are met in a timely manner. 
  • Conducts research, develops curriculum, instructs in complex subject areas based upon Directorate assignments. 
  • The incumbent develops and maintains a comprehensive assortment of security countermeasure techniques for known or perceived security vulnerabilities or threats at the installation level.
  • The incumbent actively confers with activity and program officials on program security requirements that must be considered during a program's life cycle. Interfaces at all levels on the installation and work closely with counterparts at higher headquarters so that concurrences for security requirements are met even when it may be costly or effect scheduled completion and/or material requirements of projects.

Conditions of Employment

  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. 
  • May require Temporary Duty (TDY) travel up to 25% of the time. 
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military & External Affiliates Division (MEAD) process. 
  • This position has been identified for the Security Professional Education Development (SPēD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPēD) Certification Program. The SPēD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPēD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

    ADDITIONAL INFORMATION:
