OTC is participating in an alternate personnel system known as the
Acquisition Demonstration Project (AcqDemo). Among other features, the
demonstration project replaced GS grade levels with occupational families
and pay bands. The band NH-03 is equal to the former GS-12 Step 01
through GS-13 step 10. 
OTC has various incentives that may be available for highly qualified

Serves as Chief of the Test Technology Branch responsible for managing the engineering, electronic, and imagery, teams with Airborne and Special Operations Test Directorate. Develops modeling, simulation and instrumentation (MS & I) requirements that provide authenticated data to support operational testing. Identifies, procures, and maintains all instrumentation systems to support airborne and air delivery operational testing for the Army Test and Evaluation Command (ATEC). Manages contracts, performance specifications, and programming and budgets to support all MS & I systems.

Technical: Performs professional engineering assignments in support of critical electronics systems and equipment integral to the broad spectrum of instrumentation systems on tactical vehicles, aircraft, and weapons systems under test by the Operational Test Command. Develops concepts, designs, and specifications utilizing expertise in electronics, computer science, avionics, digital signal processing, mechanics, physical science, meteorology, and/or electro-optics. Work requires exploration of new or previously unpromising areas, ingenuity, creativeness, and scientific and engineering judgement to provide answers to test issues and accomplish the mission in the most timely, efficient, and cost effective manner. Performs various test management/analysis functions for assigned tests. Provides test support instrumentation.

Contractual: Performs contract related duties including research, contract document preparation, bid evaluation, GFEEBS input, and vendor payment. Serves as a Contracting Officer Representative ensuring contractor performance meets the specified product, equipment, and service requirements through a monitor/evaluation process.

Plans, schedules, and assigns work; interviews and selects employees; establishes work standards and conducts evaluations; approves/disapproves leave; resolves complaints; counsels employees; and identifies training and development needs. Implements specific and general provisions of government and installation personnel, EEO, and other programs.
