Job Summary

Communication Security (COMSEC): Serves as Primary Alternate COMSEC Account Manager for White Sands Missile Range (WSMR) and supports other organizations on the installation. Participates in management of the installation’s COMSEC program and performs duties as necessary to support the overall COMSEC program management IAW AR 380-40. Responsibilities include issue, receipt, custody, transfer, safeguarding, accounting, and destruction of COMSEC material, up to the level of Top Secret. Participates in requisitioning COMSEC material for issue and maintains KEYMAT necessary for operational and contingency requirements. Conducts required inventories, adjusting inventories, and completes destruction reports for material/equipment when destroyed. Maintains all records and prepares reports for accountable COMSEC material, and ensures COMSEC publications are current with all amendments. As necessary, provides advice and guidance on COMSEC matters to the activities serviced. Analyzes and recommends user system requirements; receives and maintains control of COMSEC material and equipment; and conducts/coordinates training on COMSEC policies and procedures. Participates in preparing and issuing local emergency plans, Standard Operating Procedures, and user instructions for personnel authorized to handle, operate, or maintain COMSEC material and equipment. As necessary, provides interpretation and clarification of higher headquarters guidance, and revises and updates all publications as necessary. Ensures that all COMSEC equipment received contains the required assemblies, subassemblies, and elements. As necessary, initiates implementation of current keying material, and develops/maintains a system to account for and control all COMSEC material. Assures correct recordings and reporting of all transactions affecting the assigned COMSEC account and sub- accounts/hand receipt holders, to include receipt, issue, destruction and reproduction of extracts, transportation of crypto information, inspections, and cases involving lost/stolen material, or other compromises of crypto system security. Participates in conducting Command COMSEC inspections, briefing Command, and preparing written findings. Assists in COMSEC Custodian duties by advising and implementing countermeasures for assigned organizations. Administers, coordinates, and implements programs to safeguard and control COMSEC material and equipment. Certifies the environmental and operational security for cryptographic facilities, assists users with the classification, downgrading, declassification, safeguarding, and handling of National Security Information. Ensures the requisition, receipt, storage, maintenance, shipment, accounting, and destruction of all COMSEC material issued to the COMSEC account. Ensures the physical security of the primary and secondary account crypto-facilities. Prepares portions of the emergency plan for handling COMSEC material in the event of a national disaster or fire. Conducts continuous evaluation of assigned program areas, taking appropriate action to improve and refine programs to meet organizational goals. Ensures accountability and maintenance of COMSEC equipment and aids. Ensures that internal and external Hand Receipt Holders, which fall under the purview of the account, are in compliance with AR 25-12, AR 380-5, AR 380-40, AR 735-5, TB 380-41, and DA PAM 25-380-2. Maintains all records and prepares reports for accountable COMSEC material, and ensures COMSEC publications are current with all amendments. Responsible for coordinating the requisition, receipt, storage, use, distribution and destruction of COMSEC Key packages.

Responsible for network installation, operations, software protocols, troubleshooting, and maintenance for the Management Client/Advanced Key Processor (MGC/AKP) and the Key Management Infrastructure (KMI). Maintains and programs the Simple Key Loader (SKL). Evaluates, implements and disseminates Information Technology (IT) security tools and procedures in the COMSEC arena. Monitors and evaluates the MGC/AKP and the KMI systems to ensure compliance with IT security requirements. Conducts COMSEC investigations, prepares report findings and safeguards evidence obtained during the investigation. Provides advice and guidance in implementing IT security policies and procedures in the development and operations of COMSEC systems. Plans and coordinates an IT security awareness training program for other specialists at all levels within and outside of the organization to ensure no security violations are encountered. Updates the COMSEC facility's emergency/contingency plan in response to new security requirements for force protection. Ensures all security measures for classified COMSEC software/hardware and materials are followed to prevent security violations. Evaluates new security technologies for COMSEC and implement/install software as needed. Responsible for the migration of the MGC Node to various software upgrades. Incumbent is responsible for Encryptors/Decryptors, MFD, and STE software upgrades and database configuration changes. Performs risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.
 
 
 
 

Job Responsibilities

Assists in the development and implementation of the information security, physical security, industrial security, Cybersecurity, and, personnel security elements of the WSMR security program. Develops local policies and procedures, and provides advice and assistance. Conducts announced and unannounced security inspections. Establishes, implements, and maintains the security education program. Establishes Standard Operating Procedures (SOPs) for Cybersecurity, the handling of classified information, material, and physical security program.
Responsible for implementation of an information security program and the day-to-day security of assigned systems to include hardware and software. Prepares, distributes and maintains plans, instructions, guidance, and Standard Operating Procedures (SOPs).
Conducts security awareness training for COMSEC Local Elements. Develops and updates security accreditation packages for AIS within the installation as it relates to physical and personnel security. Reviews and ensures that submitted risk analysis, accreditation, and certification packages are in accordance with agency requirements and time frames. When necessary, assists with the preparation of security accreditation packages located in facilities within the installations operational control.
Information Assurance/Cybersecurity: Develops recommendations to ensure adequate IA measures are implemented, based on physical and personnel security inspections, assistance visits, threat assessments, intelligence and other reports, investigations and personal contacts. Provides advice, assistance, and recommendations to WSMR Staff, Information Systems Security Officers (ISSOs), Information Systems Security Manager (ISSMs), System Administrators (SAs), and other personnel concerning incidents related to physical security and clearance level/classified information violations. Supports the Assessment and Authorization process ensuring compliance with the Risk Management Framework (RMF), continuity of operations (COOP), and disaster recovery plans, and local policies and procedures. Assists and provides input to contracts to ensure industrial security requirements are met.
Works with various installation organizations to ensure proper clearing, purging, and disposal of storage media IAW DOD and Army governance. Coordinates with various installation organizations to schedule, perform, and document clearing, degaussing, and physical destruction activities for classified and unclassified storage media. 

Job Qualification

1. This position requires extensive knowledge of Information Technology (IT) concepts, principles, and practices to accomplish work processes through the use of IT devices, methods, services, electronic monitoring tools and facilities.

2. Position requires comprehensive knowledge and extensive interpretation of program associated regulations.

3. Knowledge and skill in applying information systems security principles, methods and network operations and protocols, requirements analysis principles and methods, and IT security products and services.

4. Detailed knowledge of the COMSEC program, operating principles, practices and procedures and concepts to ensure that the COMSEC program is in accordance with established procedures, precedents or specifications.

5. Knowledge of hardware and software components of the Simple Key Loader (SKL), the Key Management Infrastructure (KMI) Management Client (MGC) Node, and other crypto devices and of security related hardware/software.

6. Requires knowledge of the principles, concepts, terminology, and characteristics of the overall technology field, as well as a working knowledge of the United States Army Communications-Electronics Command (USACEC), the Defense Information Systems Agency (DISA), and partner organizations in order to effectively review, analyze, and resolve difficult and complex problems.

7. Knowledge of secure telecommunications system equipment, maintenance procedures, policies and requirements for equipment, in order to verify and ensure that all classified information is received according to all requirements.

8. Skill in person-to-person communication in order to coordinate and track classified documents.

9. Knowledge of regulatory requirements for receipt, documentation and destruction of classified information.

10. Must have extensive knowledge of security to maintain the safeguarding of national security information.

Conditions of Employment

Must be able to obtain and maintain a TOP SECRET Security Clearance with Sensitive Compartmented Information (SCI) access.

This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position.

Position is designated as Information Assurance Technical (IAT) Level-II. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 4, 10 November 2015). Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. The incumbent (or selectee) is required to satisfactorily complete the appropriate computing environment training and obtain the required certification applicable to the computing environment and baseline certification for IAT-II. Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination. Incumbent must meet certification requirements for Standardized COMSEC Custodian Course (SCCC) and Management Client (MGC) Operator course as specified in AR 380-40, paragraph 2-2.b.

Temporary Duty (TDY) travel may be required 25% of the time.

May be required to work irregular hours, nights, weekends, rotating shifts, holidays, and/or overtime.

Must be able to obtain and maintain a valid State Driver's license to perform the duties of this position.
