Job Summary
This is a 179-day developmental assignment opportunity for a high performing NH-03 OR 04 (GS13 – 14 equivalent) ATEC DA Civilians to gain experience performing the duties as a DCI Engineer/ORSA, providing technical staff expertise and oversight of Command T&E Capabilities, initiatives and analysis critical to the ATEC Test and Evaluation (T&E) mission. This position reports directly to the Chief, Capabilities Division, ATEC Directorate for Capabilities Integration (ATEC DCI).
This is a recurring developmental assignment for a period NTE 179 days. Start date o/a: 16 February 2026. (May shift depending on travel requirements)
Salary and benefits will be the responsibility of the parent organization.
Temporary Duty Orders (TDY) to and from the assignment’s duty location will be the responsibility of the parent organization.
Any TDY incurred for mission duties of the developmental assignment will be the responsibility of the host organization. Premium pay incurred during assignment will be the responsibility of the host organization.
DAWDA funds can be available to fund travel costs up to $36K. Organizations may need to forward-fund the amount before receiving DAWDA funds.
Travel Exemptions: IAW OPORD 25-049, candidates who are located outside of the APG footprint must obtain an approved waiver to travel prior to the start of the assignment. Premium pay incurred during assignment will be the responsibility of the host organization.
The host organization will determine tour of duty and duty days.
The employee will be expected to be on site as needed to participate in or lead various briefings to ATEC senior leadership. Remote option is not available. Situational telework is available on a case-by-case basis.
Resources: IT support and facility access will be provided by the host organization, if needed.

Job Responsibilities
Serves as a technical expert responsible for integrating DoD and Army technology strategies into ATEC requirements, driving standardization, innovation, and optimal resourcing across the enterprise.
Key Responsibilities:
- Develop policy, concepts, and approaches for integrating new technologies, modeling/simulation, and emerging test methodologies into Army T&E and acquisition processes.
- Coordinate across ATEC, DA, and DoD (CONUS/OCONUS) to establish and promulgate standardized test procedures, capabilities, and requirements.
- Work with subordinate organizations and resource stakeholders to develop and validate near-, mid-, and long-term T&E technology requirements.
- Lead studies and projects of major significance, developing plans, approaches, and innovative methods to address complex or novel technical problems.
- Provide authoritative, technically sound recommendations to the Commanding General, SES leadership, and higher-echelon organizations—often resulting in adoption of new concepts or solutions.
- Plan, organize, and direct multiple concurrent programs involving complex interdependencies across engineering and scientific domains and the full materiel lifecycle.
Job Qualification
1. Open to high performing NH-03 or NH-04 (GS13-14equivalent) ATEC Civilians who have served at least 1 year as employee at ATEC prior to application, IAW ATEC Regulation 350-1, Chapter 9-6.
2. Candidates from the following occupational series preferred: operations research – 1515, general engineer – 0801, mechanical engineer – 0830, electrical engineer – 0850, computer engineer – 0854, electronics engineer – 0855.
HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
1. Candidates will undergo an interview process before final selections are made.
2. Applicants subject to a formal disciplinary action in the last 52 weeks from the time of application will not be considered.
3. Applicants must not have completed a developmental assignment within the past two years from the time of application
4. Applicants must have received a “Fully Successful” or equivalent on their latest performance appraisal.
Conditions of Employment
1. Candidates must possess a Secret clearance and ability to maintain during assignment.
2. ATEC employees must meet minimum eligibility requirements according to the latest guidance published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6. External candidates must comply with their local policy’s eligibility requirements.
3. Continued Service Agreement. Per AR 350-1, Army Civilians selected for non-Government training in excess of 40 hours, or Government training/developmental assignments in excess of 160 hours must sign a CSA in the Department of the Army before training begins. The period of service obligation will be equal to at least three times the length of the training period, at a minimum. Command or career program funding the training may require more time based on associated training costs. Calculation of the continued service obligation period will not include weekends or federal holidays. The obligation period begins on the first day following the completion of training or program of study.
The calculator and agreement will be sent after the start and end dates have been finalized. This must be signed and returned to the S1/G1 proponent managing this action prior to the start date. A copy should also be provided to the selectee’s supervisor.
