U.S. Army Operational Test Command (USAOTC), Fort Cavazos, TX
ATEC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the demonstration project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. OTC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $122,683 including locality.

*This position has a GS-12/10 Control Point.

Job Responsibilities

-Serves as a Program Analyst within the threat operations team for the U.S. Army Operational Test Command (OTC), an organization consisting of more than 330 civilian employees and 260 military Commissioned and Non-Commissioned Officers. Advises the OTC Commander on all aspects of threat operations within the command. Maintains continual contact and coordination with key personnel from Army Test and Evaluation Command (ATEC) Headquarters (HQ) staff elements, other ATEC subordinate organizations, OTC Test Directorates, and external organizations to synchronize activities and assist in the execution of threat operations for the command and those threat operations relating to a test in one of the subordinate test directorates in a timely manner.
- Communicates OTC strategic themes and messages and is recognized as a functional expert on Test & Evaluation (T&E) policies, including threat operational aspects of OTC partnerships, and other related subject matter expert.
- Leads multiple special threat related projects, speaking for the OTC Commander on issues pertaining to the Threat Accreditation Working Group, lessons learned, improved collaboration between Army organizations, ATEC T&E infrastructure and technology needs, knowledge management improvements, required policy updates, and other high priority studies.

-Partners with ATEC HQ to assess and improve the effectiveness of operations related processes and procedures across the ATEC enterprise. Works with senior leadership to establish new concepts and criteria that result in the development of new OTC policy, methodology, and procedures. 

Performs other duties as assigned.

Job Qualification

U.S. Citizens who meet the minimum qualification requirements for the 0343 series:

Specialized Experience

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious;spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Preferred specialized experience would include:

1.  Applying operations and the Military Decision-Making Process including mission analysis, course of action analysis, and publishing of OPORDs, OPLANs, WARNOs, FRAGOs, and other operational products.

2.  Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of organizational operations.

3.  Experienced with multidisciplinary staff and leadership to resolve complex problems and develop innovative solutions.

4.  Ability to independently plan studies, summarize results, justify, defend, negotiate, and settle matters involving multifaceted controversial issues.

Conditions of Employment

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • One-year probationary period may be required.
  • Direct deposit of pay is required.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • Salary includes applicable locality pay or Local Market Supplement.
  • Ability obtain and maintain a determination of eligibility for a Top Secret security clearance for the duration of employment.  A background investigation and credit check are required.
  • This position is subject to a temporary duty (TDY)/business travel requirement of 25% or less of the time, including travel by military or commercial aircraft during TDY.
