PLACE OF WORK:
This NH-04, Interdisciplinary position is located within the ATEC, U.S. Army Evaluation Center, Analytics, Artificial Intelligence, and Digital (AAIDED) Engineering Division, located at Aberdeen Proving Ground, MD. 21005.
Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $173,070 including locality. Total salary cannot exceed executive level IV pay cap of $176,300. Where necessary, reduction in locality will be made to ensure Executive Level IV is not exceeded.

Job Responsibilities
Serves as an expert and a recognized authority for the organization for data science-related topics. Proposes, develops, analyzes, reviews and implements data science strategies in support of organization’s evaluation mission and adherence to statutory and regulatory data management requirements. Participate in diverse data science-related working groups. Prepares and presents training materials on data science methods and tools. Conducts complex data analysis using advanced analytic techniques to detect trends and emergent phenomena and prepare reports and visualizations on the analytical findings. Adequately employs statistical methodologies to fuse data sources. Directs and conducts analysis of research results and data using advanced statistical techniques. Engages with outside organizations, Industry and Academia to conduct necessary stakeholder analysis to ensure analytics projects support end-user requirements. Develops and aids in the production of documents, roadmaps and strategies for data environment and architecture. Develops and integrates innovative approaches, techniques and procedures for data science-related topics and codifies in policy.
Serves as a liaison to the ATEC Chief Data Officer and supports the development of the future ATEC data infrastructure/environment considering AEC and other SO data requirements and needs. Collaborates with other SO CDOs to accomplish missions. Supports and leads efforts conducting real-time data analytics and identifying/building a common analytics tool set for the future data environment.
Job Qualification
Basic Education Requirement for Engineering - 0800 series:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).
Basic Education Requirement for Operations Research - 1515 series:
A. Degree: Bachelor's degree (or higher degree) in operations research; or a bachelor's degree (or higher degree) with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Basic Education Requirement for Mathematics Statistician - 1529 series:
A. Degree: Bachelor's degree (or higher degree) that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of Education and Experience: At least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
Basic Education Requirement for Computer Scientist - 1550 series:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
