PLACE OF WORK:

This NH-03, Program Specialist, position is located within the ATEC, U.S. Army Evaluation Center, Analytics, Artificial Intelligence, and Digital  Directorate (AAIDED), located at Aberdeen Proving Ground, MD. 21005.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The NH-03 band is equal to the former GS-12 step 1 through GS-13 step 10.  

**ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $129,591 for the NH-03 level including locality. **

Job Responsibilities

  • Reviews and analyzes incoming staff actions and decision correspondence generated from higher headquarters or agency headquarters staff. Researches and obtains background information for required actions through use of automated databases, historical files, and review of previous or current studies/projects on related topics. Based on analysis of content, research, and knowledge of functional assignments throughout the organization; assigns actions to appropriate staff with specific direction concerning type of response, requirements, and coordination with other staff elements. Establishes priority of actions based on sensitivity of the subject matter, suspense dates, and other pertinent data. Reviews actions for conformance with guidance, thoroughness, and content to ensure that issues are properly answered. Ensures that necessary levels of staff coordination have been accomplished. Monitors all actions through to completion. Performs research involving comprehensive searches for pertinent information from records and files within, and outside of, the organizational segment to which assigned. Participates in the direction of long-range and annual work planning; and provides definitive guidance on recommendations for resolution of major problem areas. Keeps abreast of program/project requirements, objectives, goals, and degree of effectiveness through analysis of studies, tests, research findings, reports, regulations, and conferences. Establishes priorities for programs and projects in compliance with program/project objectives. Reviews new and/or revised policies, procedures, and regulations affecting assigned responsibilities; and ensures implementation. Develops, or directs the development of, new and/or revised operating policies and procedures necessary to accomplish specific organizational segment missions. Utilizes office automation tools to manage data and generate reports/briefing materials (i.e., Microsoft Word, Excel, Access and Power Point).

    Manages unit taskers and suspense actions. When necessary, expedites actions with respective elements to meet appropriate suspense. Organizes and attends meetings to collate tasking and/or questions; coordinates appropriate replies; and ensures positive communication channels are maintained between elements. Clarifies guidance to directorate personnel. Responds to inquiries from staff elements and higher headquarters on a variety of subjects (i.e. status of suspense actions and requests for extensions). Compiles narrative and statistical material and prepares related background information concerning status of taskers. Drafts written reports to higher headquarters concerning status of actions. Ensures all suspense actions are closed out with appropriate office.

    Serves as point of contact for HQs and parent Command staff elements. Maintains tracking system of all actions with HQs; including, but not limited to, system specific reports and statistics, civilian recruitment and military requisition actions, budget review actions, award submissions, military and civilian ratings, etc. Performs training coordinator duties. Provides analysis of parent Command Decision Support System efforts for all organizational systems being evaluated. Updates Command long-range calendar with organizational segment specific information and events. Maintains manning documents for completion of manpower reports. Maintains and monitors customer reimbursable funding and ensures compliance with current policy and guidance. Provides guidance to AST Chairs in developing obligation plans (contractor support, travel and overtime). Resolves customer funding issues. Assists in managing property accountability for the organizational segment to which assigned. Reviews, develops, revises, and recommends approval of organizational specific in-house policies covering a wide variety of programs (e.g. safety, security, information management, training, military, civilian, and administrative).

    Serves as a Contracting Officer's Representative (COR) for the organizational segment to which assigned. Coordinates with organizational G-8 personnel to facilitate funding for new actions; processes and submits procurement data packages; and performs joint reviews on un-liquidated obligations. Manages Task Orders for contracted support; processes contract modifications; consolidates contract requirements into single delivery orders where possible; maintains contract files; and performs continuous contract monitoring necessary to facilitate reporting. Updates contractor performance in the appropriate database; or through the Contracting Officer quarterly. Provides monthly Surveillance Report and Non-Services memo as required. Coordinate with vendors and prepares necessary paperwork to close out contracts within established timelines

Conditions of Employment
