For more information on ATEC, salary, benefits, etc., visit: https://www.atecciviliancareers.com.~~~~~PLACE OF WORK: U.S. Army Test and Evaluation Command (ATEC), Digital Management Directorate, Business Management Division, Aberdeen Proving Ground, MD. 21005.~~~~Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $197,200 including locality.
Once all eligibility requirements and conditions are met, the incumbent of this position may receive a Supervisory Cash Differential IAW the ATEC Business Rules.
A relocation incentive may be available IAW ATEC policy.
Job Responsibilities
Serves as the Digital Modernization Directorate, Business Management Division Chief Responsible for leading ATEC digital transformation and modernization aligned to Senior Leader vision and resulting in increased efficiency and effectiveness across ATEC.
Provides technical oversight and assigns work to subordinates based on priorities, difficulty and requirements of assignments.
Leads planning, coordination and execution of efforts for ATEC digital modernization in the business and T&E areas.
Implements Digital Transformation (DX) strategic plans, goals, objectives, assignments and actionable events within and across organization lines.
Oversees development and implementation of DX strategies and tools.
Oversees cost estimates needed for DX support, keeps abreast of developments in data analysis, data platforms, cloud technology, and digital engineering.
Studies technical publications and reports and attends professional symposia.
Establishes liaison with ATEC personnel and other DX activities, such as academia or professional organizations which have an interest in areas of assigned responsibilities.

Conditions of Employment

- This position requires temporary duty travel (TDY) up to 20% of the time.
- This position requires the incumbent to be able to obtain and maintain a determination and eligibility for a Secret security clearance, or access, for the duration of employment.This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data fields in the header of the PD/PRD. Practitioner Career Level Certification must be met within 5 years.
