PLACE OF WORK: This position is located at the U.S. Army Redstone Test Center (RTC), Center Support Directorate, S-1 Human Resources Division.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC/RTC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $139,798 including locality.
 

Job Responsibilities

  • Serves as an Acquisition Management Specialist and Human Resources Development (HRD) Program Manager responsible for planning, analysis, training, developing, administering and evaluating command policies and programs relevant to the outreach, recruitment, human capital initiatives, training, development and professional growth of civilian acquisition and non-acquisition workforce employees. Provides expert advice, consultation, guidance and assistance to the Commander, Chief of Staff and Directorate heads regarding controversial, difficult and complex HRD problems and issues.  
     
  • Serves as program manager for the DAWDA Program for Department of Defense recruitment, retention, and training initiatives, as well as Redstone Test Center’s (RTC) Acquisition Workforce Series recruitment, retention, and training initiatives. Establishes Funding Requests, processes for DAWDA execution. Ensures funding initiatives are appropriately requested and approved. Oversees monthly execution of DAWDA. Report DAWDA Program execution and metrics to ATEC, DoD, and DA as required. 
     
  • Serves as an advisor to managers and employees for career program planning and long-term developmental opportunities. Establishes action plans and funding plans to accommodate RTC's recruitment, outreach, training and employee development mission, goals and objectives; aligns HRD decisions with the RTC strategic plan, mission, goals and objectives. Develops, analyzes and interprets data to identify trends and develop corrective action when necessary; determines and tracks budget requirements for HRD programs; and evaluates and recommends execution plans and proposals for complex projects.
     
  • Develops partnerships and maintains regular contact with vendors, other commands, private and/or professional organizations, HQDA, Career Program Manager counterparts. 
     
  • Serves as RTC's OAP, providing expert assistance and guidance to the leadership, management and workforce. Works with RTC senior leaders and ATEC to develop solutions to complex issues related to the AL&TWF including identifying approaches to monitoring and decreasing certification delinquencies and increasing AAC membership, applying consistent acquisition position coding across RTC and in actively promoting the goals of the Defense Acquisition Workforce Improvement Act (DAWIA). Provides guidance on policies and procedures related to the AL&TWF. 
     
  • Serves as Civilian Academic and Training Coordinator, advising management and employees on available training and advanced academic degree programs, eligibility requirements and application procedures. Advises employees and supervisors on application and scheduling requirements for mandatory and optional training. Organizes and conducts yearly training for center’s supervisors and Acquisition Workforce employees for all ACCMA requirements, to include Back to Basics Certification, Individual Development Plans, Senior Rater Profile Evaluations and Acquisition Career record Briefs. Managing the planning of projects and initiatives related to HRD necessary to ensure employees across RTC are properly trained and ready to execute assigned missions.
     
  • Assist in reviewing new policies and requirements and preparing written technical procedures using technical knowledge to ensure the best product for the RTC. Provides advisory services, general support and assistance to both management and employees. 
     
  • Analyzes and solves problems relating to civilian personnel. Collects and analyzes pertinent organizational data and information; develops statistical and narrative data to justify any changes and recommendations; and prepares and presents briefings, project papers, status/staff reports as required.
     
  • Advises senior leadership, management officials, employees, as well as HR leadership on human capital strategic issues, project status, general information, and recommends policies and practices.
