**Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $191,900 including locality.**

Job Responsibilities

Functions as the Logistics Division Chief. Responsible for Direct Reporting Unit (DRU) management and oversight for the planning, programming, budgeting, and execution of logistics programs required to support developmental and operational testing and evaluation. Responsible for managing, integrating and synchronizing the supply, equipment, maintenance, ammunition, and transportation programs executed by the subordinate organizations activities, and Test Centers of the US Army Test and Evaluation Command (ATEC). Resolves highly critical logistics problems of command-wide impact and involving joint or multi-service tests and evaluations. Develops, initiates, and oversees implementation of significant corrective actions, new programs, major program enhancements, and important policy changes. Provides command oversight on equipment, vehicles, aircraft, watercraft, and other required test support equipment from acquisition through utilization, maintenance, and disposition. Conducts command reviews and inspections of subordinate organizations to evaluate the effectiveness of logistics programs. Presents and discusses findings and recommendations for corrective actions with Commanders and responsible management officials. Prepares presentations for each review/inspection and conducts follow-up reviews of corrective actions, as needed. Provides logistics assistance and training to supported activities, as needed.
Develops, coordinates, and promulgates ATEC policy and guidance concerning all aspects of logistics to include command oversight of Army Baseline Services provided by Senior Mission Commanders and received by ATEC subordinate organizations. Staffs and interprets policies and procedures established by other commands and services to determine application to and affect on ATEC. Participates as a technical authority for HQDA and other Army commands on logistics programs involving supply, maintenance, equipment, transportation, and ammunition management to assist the Army in policy development and streamline logistics support of testing and evaluation.
Oversees Headquarters ATEC's property book operations. Oversees a logistics center responsible for the receipt, storage, issue, accountability, and disposition of ATEC property, supplies, and long term holding files. Manages Property accountability of 242K items valued at $2.32B, modernization and fielding coordination for equipping ATEC.
Serves as the Command Career Program Manager for over 350 DA Civilians in Career Programs 13, 17, and 24 (Supply, Maintenance, and Transportation Management). Provides technical advice to commanders and personnel offices, and serves as a resource person for line supervisors. Performs other duties as assigned.

Knowledge of logistics management principles, concepts, policies and regulations
