Job Responsibilities

Leads and facilitates test and evaluation (T&E) efforts for

assigned portfolio and systems which includes, but not limited to, Soldier

systems; aviation and fires systems; mounted systems; and Command, Control,

Communications, Computers (C4) Intelligence, Surveillance and Reconnaissance

(ISR) systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

1. Ability to solve test and evaluation problems in the assigned commodity

area(s).

2. Knowledge of acquisition, and T&E policies and regulations.

3. Knowledge of technical considerations that are applicable to the assigned

commodity, to include (but not limited to) physical characteristics,

performance characteristics, and integration characteristics.

4. Operational competence with systems under area of responsibility within

their intended operational environments, to include (but not limited to)

understanding of unit employment; mission context; mission tasks; tactics,

techniques and procedures; threats; and integration with complementary

systems

5. Knowledge of program and project management (cost/schedule/performance)

to include contracting officer technical representative responsibilities,

planning, programming, budget and execution (PPBE) principles, and risk

management practices.

6. Ability to organize and lead teams through collaboration; and work as

part of integrated T&E teams with external government organizations.

7. Ability to apply data analysis techniques.

8. Ability to develop evaluation strategies to include application of design

of experiments and modeling and simulation techniques.

9. Skill with interpersonal relations.

10. Skill in written communication and oral presentations; and ability to

effectively report results of studies to Senior Army leadership (SES/GO), as

well as present and defend ballistic survivability/lethality recommendations

at senior levels.

 

Job Qualification

1. Due to the pandemic, this position is currently teleworking 100% of the

time except as needed in the office to work with classified documents and

data. When the office returns to normal capacity, teleworking two days per

week is allowed by the current command policy.

2. This position may require temporary duty (TDY) travel up to 25% of the

time. Must be willing and able to travel on military and commercial

aircraft.

3. Position requires the selectee to be able to obtain and maintain a Secret

security clearance.

Note: Although this position currently only requires a Secret clearance,

some work we do requires a Top Secret clearance. There is a possibility you

may be requested to obtain a Top Secret clearance at a later time. For a Top

Secret security clearance, or a Top Secret security clearance with Sensitive

Compartmented Access (SCI), personnel must pass a drug screening and will be

subject to periodic and random drug testing thereafter in accordance with AR

600-85 and Department of Defense Directive 2010.9.

4. This position requires submission of Financial Disclosure Statement,

OGE-450, upon entering the position and annually thereafter. The purpose of

this report is to assist employees and their agencies in avoiding conflicts

between official duties and private financial interests or affiliations.

Agency ethics officials will use the information that filers provide to

determine whether any potential conflicts exist.

5. This position has a training and certification requirement after

employment begins. ATEC will provide access to all the Army training

necessary for you to achieve certification.  This acquisition position

requires LEVEL III certification in the acquisition career field of Test &

Evaluation (T); or, the incumbent must be able to obtain certification

within 24 months of appointment.

6. Incumbent must also be an Acquisition Corps member after achieving

certification and upon reaching the upper portion of the pay band. The Army

Acquisition Corps is a group of civilian personnel who have completed all

training and certifications in their career field.
