PLACE OF WORK: This position is located in the ATEC Strategic Communications Office with duty at Aberdeen Proving Ground, MD.

*Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $129,591 including locality.

Job Responsibilities

  • Digital Communications Strategy: Develop and implement strategies for communicating ATEC’s critical functions via digital and social media platforms, ensuring clarity about ATEC’s vital mission of supporting the Warfighter.
  • Content Creation and Coordination: Create and oversee the development of informational products for public outreach, including news releases, fact sheets, feature articles, and other public affairs materials.
  • Social Media Management: Plan and manage ATEC’s social media presence across platforms such as Facebook, YouTube, LinkedIn, and other emerging digital media. Ensure content is engaging, accurate, and aligned with ATEC’s public affairs goals.
  • Visual Media Production: Serve as a lead for visual content creation, including photography, video production, and graphic design to support ATEC’s digital content and multimedia needs.
  • Community Engagement: Enhance public understanding of ATEC’s work by engaging local, national, and international audiences through digital storytelling, online campaigns, and social media outreach. Monitor and respond to audience inquiries and comments.
  • Strategic Guidance: Advise senior leaders on sensitive issues related to public perception, providing expert recommendations on the communication of complex and controversial topics.
  • Program Assessment: Implement mechanisms to assess the effectiveness of digital and social media efforts. Continuously analyze content performance and optimize strategies for increased engagement and reach.
  • Event Coordination and Public Speaking: Plan and coordinate special events, programs, and initiatives to support ATEC’s mission. Prepare speeches, talking points, and briefings for senior leadership for high-visibility events such as change-of-command ceremonies, congressional presentations, and community outreach.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

1. Digital Communication and Social Media Expertise. Extensive experience in digital communication strategies, social media management (Facebook, LinkedIn, YouTube, etc.), and staying up-to-date with social media trends, technologies, and research/analytic tools. Skilled at creating digital content for various formats, including websites, blogs, social media, and printed materials, with a deep understanding of platform-specific audiences and engagement.
2. Digital Design and Photography Proficiency. Proficient in digital photography, graphic design, and design/publishing software, such as Adobe InDesign, Adobe Creative Suite, Adobe Illustrator, Adobe Photoshop, and Premiere Pro.
3. Strong Writing and Editing Skills. Expertise in writing and editing content for diverse formats, including news releases, articles, speeches, and social media posts for specialized and general audiences. Committed to producing error-free media content and capable of capturing high-quality photographs and videos with a digital camera.
4. Online Public Relations. Experienced at managing online public relations efforts, responding to audience feedback, and addressing inquiries from diverse groups. Creative, detail-oriented, and able to handle multiple tasks and meet deadlines effectively.

  • Remote work is not authorized.
