PLACE OF WORK:

This NH-04, Supervisory IT Specialist position is located within the ATEC, G6 Directorate, located at Aberdeen Proving Ground, MD. 21005.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $185,457 including locality.

Job Responsibilities

Serves as technical authority on Information Technology (IT) and management functions to the chief of the ATEC G6 and the Division on all facets of establishing, modifying, implementing and controlling automated data processing systems and oversight of associated management systems and cybersecurity. Provides technical oversight of maintenance of the ATEC LAN and associated end user systems. Works with senior management to develop detailed plans, goals, and objectives for the long-range implementation and administration of assigned activities. Considers Information Management/Information Technology (IM/IT) innovations, new technology and procedures, applications and makes recommendations as to feasibility. Represents the Command and maintains contact with key personnel at the operational levels in ATEC, other commands, and private industry to secure information relative to customer support projects/programs. Establishes planning objectives for information systems to meet requirements and advises on the interpretation and application of policies, standards, methods, and evaluation procedures for meeting current and future information system needs. Evaluates subordinates current processes; proposes efficiencies and improvements; implements selected course(s) of action; and monitors until success is achieved while adjusting variables to achieve desired results. Establishes, maintains and supports enterprise information systems required to fulfill mission, business or regulatory requirements. Maintains knowledge of automated data concepts through participation in meetings, technical publications and direct interchange with other IT and automated business processes. Applies IT-related laws, policies, directives, and provides IT-related guidance through the total acquisition life-cycle. Supports Global Information Grid compliance activities, Information Assurance certification efforts, Information Support Plan preparation in accordance with DoD 5000 and 8000 series, Chapter 7 of the Defense Acquisition Guidebook. Provides direct support for acquisitions that use Information Technology (IT), including National Security Systems. Personally participates in and represents ATEC G6 and the Customer Support Division in conferences with industry and at higher echelons, such as DA, DoD agencies, and other commands, to resolve problems, establish requirements, and develop alternative courses of action; and commits the Division and Branch to courses of action. Serves as a member of various committees and boards for logistics and IT applications. Keeps informed of developments and changes in logistics and data management as background information for revised system requirements. Analyzes unique problems and develops solutions or recommends corrective actions. Initiates actions to resolve major organizational issues within assigned areas. Reviews and consolidates data for management systems. 

2. Serves as the Army Test and Evaluation Command (ATEC) G6, Customer Support Division, Customer Support Branch Chief. Supervises and directs up to nine junior employees. Outlines objectives and responsibilities; plans work for accomplishment by subordinates; sets and adjusts short-term priorities; and establishes schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; ensures timely performance of work and quality standards are met. Evaluates work performance of subordinates; and gives advice, counsel, or instruction to employees on both work and administrative matters. Reviews work completed by subordinates, accepting, amending or rejecting work as appropriate. Identifies and implements methods to eliminate or reduce significant bottlenecks and barriers to promote team building, improve business practices and create efficiencies. Evaluates the effectiveness of operation supervised in terms of mission accomplishment, quality and quantity of standards met, procedural, policy and regulatory compliance, and technical competence. Hears and resolves complaints from employees, referring group grievances and serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees; and provides, or arranges for, such training. Coordinates and conducts interviews of candidates for vacant positions, recommending selections, promotions, or reassignments. Recommends awards or bonuses for non-supervisory personnel and changes in organizational structure, subject to approval by higher-level officials, supervisors, or others.

 In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. The experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

  • The incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011. 
  • This position requires the incumbent to be able to obtain and maintain a top secret security clearance. A background investigation and credit check are required. Note: Some positions can be designated Critical-Sensitive (3) requiring a Top Secret security clearance or Special-Sensitive (4) Top Secret security clearance with Sensitive Compartmented Access (SCI) and personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9. 
  • This is a Critical Acquisition Position.  Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive, the following requirements are mandated: Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years; and selectee must obtain Practitioner Career Level Certification within 5 years of appointment.
