Job Responsibilities
Serves as a Senior Telecommunications Specialist within the Telephone Services Section of the Communications Branch in the Information Management Directorate. Conducts special studies, performs analysis and provides technical expertise in support of diversified installation of communication systems involving a wide range of equipment and techniques. Coordinates, researches, and identifies communication needs through discussions with other staff members and various users. Conducts evaluation of current telecommunication deficiencies along with anticipation of future requirements and briefs management on the findings.
Oversees the technical functions assigning, overseeing and reviewing the work of team members. Directs, assigns control and guides the work of other telecommunications specialists assigned to large and complex projects and daily operations. Analyzes project requirement, anticipates potential problems, develops feasible solutions, initiates contacts, determines subtasks and implementation priorities. Generally coordinates all phases of the project with involved personnel. Resolves controversial technical issues and as required, deviates from or changes the scope of direction of the project ensuring that the supervisor is kept informed of those issues, deviations and changes affecting the assignment. Performance of the work requires application of original concepts and designs: application of a broad knowledge of state-of-the-art telecommunications theories, concepts, practices principles, operations, instrumentation, equipment and system. Ensures completion of Remedy incident tickets.

Provides technical support with respect to the design, configuration, modification and implementation of a wide range of information and communications technology (ICT) systems to include: large high speed local area networks, fiber optics, multiplex systems, modified compressed video systems voice over internet protocol and similar items. Establishes the technical parameters for new communications and projects and writes the technical specifications for new system designs and/or reconfiguration, Writes and provides technical information, and provides technical solutions for various reports and required documentation. Defines the technical specifications required to insure that transmission requirements are included in various documents and that they are accurate. Reviews communication projects to insure that new equipment is capable of properly interfacing with existing Systems. Develops transmission routing plans based on systems' capabilities and load capacities. Serves as the cable plant manager for data, voice, and video for this installation.
Performs Contracting Officer Technical Representative duties. Providing technical oversight on government telecommunication contracts and contract employees. Attends site surveys and coordination efforts with various customers for the purpose of project evaluation, determining costs, scheduling and timeline issues. Develops statements of work, or performance work statements relevant to IT communications contracts.
Performs various procedural functions such as providing technical assistance to field personnel in solving maintenance, troubleshooting, and repair problems. Coordinates, directs and schedules troubleshooting/testing activities of personnel in different areas and organizations in resolving the more difficult technical problems which typically involve systems or end-to-end circuit malfunctions that incorporate more than one type of transmission media. Provides and or coordinates training on new equipment and refresher courses on existing equipment. Participates in large projects by performing independent subtasks or as part of a coordination, implementation and acceptance team.
Studies and evaluates existing capabilities and performs the technical analysis required to reconfigure existing systems. Designs and redesigns configurations to meet new requirements, insuring that any such changes are capable of proper interfacing and providing the required quality of data transmission.
Performs acceptance and data validation tests to identify problems within communication systems. Isolates the specific problem and initiates appropriate corrective action. Defines the need for the maintenance of various systems. Makes recommendations for the improvement of established and proposed systems.

Job Qualification

U.S. Citizens who meet the minimum qualification requirements for the following series: 0391 (Telecommunications Specialist)
(Link: OPM Qualification Standards Telecommunications Series 0391 (opm.gov)Basic Requirement for Telecommunications Specialist: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
Specialized Experience
Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Must obtain and maintain a SECRET Security Clearance.
Position is designated as Information Assurance Technical (IAT) Level-I. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M
Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 4, 10 November 2015). Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. The incumbent (or selectee) is required to satisfactorily complete the appropriate computing environment training and obtain the required certification applicable to the computing environment and baseline certification for IAT-I. Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination. For this position the minimum of Computing Environment Certification is the latest Security + or equivalent.
