    This is a Direct Hire (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to certain positions in the competitive service.
     
    The Electronic Proving Ground (EPG) mission statement:  The U.S. Army Electronic Proving Ground (EPG) executes developmental testing in direct support of Army Futures Command, Program Executive Offices, DOD partners and industry partners to ensure our War fighters are enabled to dominate the future battlefield.

Job Responsibilities

Serves as network administrator with responsibility for defining and executing the total breadth of activity required to ensure the continuous availability of multiple, highly complex networks.

  • Responsible for the planning, design, installation, maintenance, troubleshooting, problem resolution and network asset management of network switches, firewalls and routers, Intrusion Protections Systems (IPS), encryption devices such as TACLANES.
  • Creates and maintains security policies using Access Control Lists (ACLs) on routers, firewall rules, and IPS policies.
  • Designs and implements network strategies that incorporate new/emerging technology, such as 802.1x/SDN/SDA.IPv6 and new equipment into the existing networks.
  • Integrates new routers, switches, firewalls, IPS devices, VPNs, and network devices into other networks to increase throughput and reduce network traffic.
  • Administers, configures and monitors the Network Management System to oversee attached network devices (Routers, Switches, etc.).
  • Works with network monitoring and configuration tools (Wireshark, etc.), protocols (TCP/IP, MPLS, DWDM, OSPF, BGP, etc.)establishes/assigns IP addresses to manage the Gigabit backbone.
  • Responsible for analyzing and reviewing network security incidents; creating and maintaining access control lists (ACLs) on routers, switches and firewalls; maintaining 802.1x port security on routers and switches; IPv6 configuration and conducting threat and vulnerability assessments..
  • Configures routers, switches, VPN concentrators, firewalls, and TACLANES, to support the TITAN distributed network environment. Configures VLAN, VPN, GRE tunnels etc. to support local and remote network users.

    2210 Information Technology:
     
    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
     
    (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
    (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
    (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
    (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
     
    In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience qualification requirement listed below: 

Specialized Experience

  • In order to qualify, you must meet the specialized requirements described below. You will receive credit for all qualifying experience, including volunteer experience.     This definition of specialized experience is typical of work performed at the next lower grad/level position in the federal service (GS-11). 
     
    Specialized experience is defined as: (1) Responsible for providing Local Area Network (LAN) connectivity to a continuously growing network which currently serves over 600 users in more than 60 buildings across multiple installations using the Defense Research and Engineering Network (DREN) and the Secure Defense Research and Engineering Network (SDREN) (2) Experience with Junos and Cisco iOS operating systems.  (3) Extensive knowledge applying STIG checklist and verifying compliance with Army Cyber Security Policy, creating zones and policies between zones with firewall rules that allow deny all and permit by exception, reviewing/analyzing log files, creating rule elements and services that are integrated within the policies and applying new security setting to improve posture and troubleshooting connectivity issues related to the firewall. (4)Configures VLN, VPN, GRE tunnels etc. to support local and remote network users.  (5) Manages and maintains the network with special emphasis on security, installs, data/network integrity, configures network devices, establishes network links, loads software, troubleshoots and corrects network faults on components such as routers, switches, etc., to provide continuous end to end communications. (6) Responsible for documenting all network configurations including network diagrams (Metropolitan and individua building), interface and port assignments, IP address assignments and IP registration. (7) Schedules and coordinates system/network downtime with activities as a result of changes or upgrades. (8) Experience in preparing the Memorandums of Agreement between sites for distributed testing, coordinating IP schemes and configuration of equipment prior to shipment, and solving technical networking issues between sites.   
     
    Ability to apply systems engineering concepts and techniques to execute business and scientific programs to carry out assignments to ensure integration of IT programs and services in a Test and Evaluation organization.

Conditions of Employment

  • This position requires the employee to travel TDY up to 50% of the time (in the most expedient manner) away from the normal duty station in direct support of tests.

  • In performing above duties, overtime may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • In accordance with change 3 to AR 600-85, alcohol and drug abuse prevention and controlprogram, incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Incumbent is required to possess a valid driver's license to operate government passenger vehicles.
