    PLACE OF WORK
    This position is located in Aberdeen Proving Ground, MD in the U.S. Army Test and Evaluation Command, Directorate for Capabilities Integration (DCI), Requirements Integration Division.
     
    Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. This position is subject to the NH-04 Branch Chief/Special Staff control point of the ATEC Control Point Policy. Therefore, the salary for this position will be set no higher than $182,258 including locality.

Job Responsibilities

  • 1. Oversees projects and programs, developing plans that meet the goals of the organization, making decisions on work problems and administrative proposals, and coordinating with others within and outside the organization on program accomplishment and collaborative efforts.

    2. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

    3. Identifies developmental and training needs of employees and follows through to ensure needs are satisfied through formal or informal training and development opportunities.

    4. Identifies operating problems, develops solutions, and monitors implementation of changes.

    5. Evaluates progress toward overall program objectives and validity of evaluations prepared by subordinates. Interfaces with higher headquarters and subordinate organizations to resolve problems, to track test technology development and execution progress, and to monitor technology applications to test program accomplishment.

    6. Plans and establishes overall objectives for assigned program areas by analyzing mission assignments, establishing overall program objectives, and developing current and long-range plans for accomplishing assigned functions. 

    7. Establishes policy guidance for the organization based on higher echelon guidance, program requirements, and relationships with other organizations and programs.

Conditions of Employment

  • A trial/probationary period may be required.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance. Note: Some positions can be designated Critical-Sensitive (3) requiring a Top Secret security clearance or Special-Sensitive (4) Top Secret security clearance with Sensitive Compartmented Access (SCI) and personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is an Acquisition Position. Selectee must obtain Test & Evaluation certification at the Practitioner Career Level Certification within 5 years.
