    PLACE OF WORK:

    This temporary, NTE 1 year NH-04, Supervisory IT Specialist position is located within the ATEC, G6 Directorate, located at Aberdeen Proving Ground, MD. 21005.

    Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $197,200 including locality.

Job Responsibilities

Serves as the acting Governance Division Chief providing expertise in using the enterprise architecture discipline to organize ATEC business processes and information technology infrastructure to integrate and standardize the Army Test and Evaluation Command Information Management segment of the Business Systems Architecture (BSA). Responsible as the ATEC Governance Division Chief for the areas of Policy, Acquisition, Strategic Planning, Portfolio Management, Architecture and Architecture Infrastructure, Process Improvement and Net-Centricity. Assists in developing and implementing ATEC policies and procedures for process improvement. Aligns ATEC Segment of the BSA and the DoD Business Enterprise Architecture (BEA).

Provides analytical, technical and management advice for the development and integration of ATEC policies, plans, integration, standards and programs for information technology management and information interoperability. Provides direct support for acquisitions that use IT, including National Security Systems. Applies IT related laws, policies, directives, and provides IT related guidance throughout the total acquisition life-cycle.

Provides guidance and direction to assigned employees. Performs the full range of administrative and technical supervisory duties. Responsible for understanding and actively supporting the Command's Affirmative Action/EEO Program, ensuring EEO principles are reflected in all aspects of personnel management. Delegates authority to subordinates and holds them accountable for the performance of their teams. Establishes workload priorities and initiates assignments based on the difficulty, complexity, type of work and incumbent capabilities. Reviews and accepts or rejects work accomplished; evaluates subordinate incumbent performance; identifies and fulfills the training needs of subordinates. Provides advice, counsel and instruction on technical and administrative matters. Hears and resolves employee complaints and refers the more serious unresolved cases accordingly. Develops and assigns goals and objectives to subordinates. Approves annual, multiyear-year and longer range work plans developed by subordinate; oversees revisions of these plans as necessary and manages achievement of goals and objectives outlined in long range plans.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     The experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
    (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
    (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
    (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
    (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Conditions of Employment

This position requires the employee to occasionally travel away from the normal duty station up to 15% of the time.

The incumbent may be required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Must be able to obtain and maintain the appropriate level security clearance.
