For more information on ATEC, salary, benefits, etc., visit: https://www.atecciviliancareers.com.~~~~~PLACE OF WORK: This position is located at the U.S. Army Test & Evaluation Command, G4 - Engineering, Logistics and Environmental Management Directorate, APG, MD.~~~~Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $153,354 including locality.
Job Responsibilities
Serves as the primary interface with service providers from Garrison, APG for all matters relating to maintenance and repair of facilities and building/installation services: custodial, grounds maintenance, preventative maintenance, snow removal, furniture, etc. Responsible for the overall management, control, coordination and execution of assigned projects through the use of garrison service orders, individual job orders or contract mechanisms as needed to cover Command requirements, including recurring annual and unplanned requirements. Serves as Building Custodian where assigned. Tracks status and progress of assigned work and provides status reports including progress, issues, and trends. Develops reports and feedback for management and Command Group regarding status of work. Represents the Command with component customer for the projects
Project Development. Develops scope of work, cost estimates and other forms as required for the Command’s preventative maintenance, corrective maintenance, minor construction and renovation tasks. Develops and prepares specifications to ensure the technical and functional requirements are included in the execution. Coordinates with resource management staff to ensure timely project funding. Emphasizes to the Department of Public Works (DPW) the architectural requirements, site development, general quality of construction, compliance with applicable design and building codes, environmental regulations, safety requirements, Department of Defense criteria, space allocation and functional layout. Confers and coordinates with master planners, Operations, Maintenance, Environmental, AT/FP, and Headquarters staff, Garrison staff professionals, subordinate unit staff, and outside agencies to ensure complete review of projects from an operational, functional and maintenance standpoint. Defines specific facility requirements based on mission, staff and workload. Studies the structure and/or functions of organizations with interrelated work processes or functions, to resolve substantive issues, and propose new organizational structures, realignment of functions, solution to space/supplies/equipment issues, and/or staffing levels, to improve efficiency.
Project Execution. Evaluates performance against contractual requirements and assures quality and timely work performance. Facilitates project site meetings to finalize scope of work and identify deficiencies. Coordinates with local Garrison staff for approvals and recommendations to resolve project issues. Reviews project plans, specifications/submittals and provides comments. Participates in project kickoff meetings, quarterly project reviews, and line-item contract reviews for contractor performance with contractor, Corps of Engineers and Garrison Staff. Evaluates project progress by inspecting the work performed by the contractor to determine efficiency, effectiveness, reliability, quality, and timeliness factors. Uses evaluation methods, which provide a systematic and equitable review and basis for determining acceptability or non-acceptability of performance. Serves as a Contracting Officer Representative (COR), when properly appointed by a Contracting Officer. Evaluates the contractor's quality control system as incorporated into terms of the contract.
Project Administration/Oversight. Responsible for maintenance, repair, and construction project oversight of Command buildings. Reviews construction contracts prior to award for operability and maintainability to ensure completed contracts are compliant with Army regulations, standard design and obtain the desired results. Shall become thoroughly familiar with the background and status of all projects for assigned facilities.

- This position requires temporary duty travel (TDY) up to 20% of the time.
- This position is designated as Mission Essential position during Inclement Weather Conditions or other designated/identified emergency conditions. In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority. Incumbent will report for duty during designated inclement weather conditions.
