Job Summary

  • This is a Temporary Promotion / Temporary Reassignment for a Supervisory Interdisciplinary NH-04 (Division Chief) position. This announcement will be used to fill the Automotive Test Support Division.
  • This announcement is open to NH-03s and NH-04s within ATC.
  • The mission of the US Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DOW and outside DOW, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading-edge instrumentation and test methodologies.
  • ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. ***The NH-04 Division Chief control point of the ATEC Control Point Policy is monetarily equivalent to the GS-14 salary range; this position is subject to the NH-04 Division Chief control point of $151,673*. (*Total salary cannot exceed Executive Level IV pay cap of $197,200.)***

Job Responsibilities

Manages major test and evaluation programs characterized by the requirement for novel plans and/or development of unique solutions, performance of intensive and extensive testing work, and balancing of competing priorities relative to test schedules and available resources. Coordinates and integrates related programs; and presents results and recommendations for high-profile projects. Develops and defends budgetary requirements for current and long-range programs and ensures that allotted funds, personnel, and equipment are used efficiently. Authorizes, and directs, feasibility and design studies associated with the development of advanced systems or unique testing techniques for commodity fields/functional areas overseen, compiles requirements lists and cost estimates, and presents justification for procurement sought. Personally, or through subordinate personnel, maintains awareness of developments in commodity fields/functional areas overseen, and evaluates potential application to the program(s) supervised. Conducts periodic meetings with subordinate Branch Chiefs to inform them of future work programs, policy and procedural matters, and to render decisions on issues elevated. Evaluates proposals submitted by subordinate Branch Chiefs; assesses the adequacy and effectiveness of assigned personnel, equipment, and technical procedures in relation to current and future Research Development Test & Evaluation (RDT&E) plans of the parent organization; and ensures that effective tools, personnel, and organizational structures exist for accomplishment of any work likely to be requested. Delegates responsibility for the detailed planning, analysis, and evaluation of individual investigations and projects to subordinate Branch Chiefs.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates performance of subordinates. Gives advice, counsel, or instructions to individual employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Identifies the developmental and training needs of employees and makes provisions for such development and training. Supervises, manages, and directs, through subordinate supervisors, the efforts of 30 to 40 professional, non-professional, technical, and administrative personnel. Makes decisions on work problems presented by subordinate supervisors and team leaders. Evaluates subordinate supervisors or leaders and serves as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors. Approves selections for subordinate non-supervisory positions. Recommends selections for subordinate supervisory positions and for work leader, group leader, or project director positions. Hears and resolves complaints and group grievances from employees and reviews serious disciplinary cases.

Serves as an authority in the commodity fields/functional areas overseen. Provides technical advice at Army Test and Evaluation Command (ATEC), Army Material Command (AMC) and Department of the Army (DA) levels on matters of far-reaching consequence in Army material development. Represents the organization in meetings as a recognized authority whose recommendations are accepted as valid and authentic by other RDT&E personnel within DA, Department of War (DOW), private industry, and foreign nations. Provides authoritative advice and state-of-the-art concepts in the form of technical program proposals, which are used to brief customers, ATEC, DA and the Office of the Secretary of Defense (OSD). Maintains contact with nationally and internationally recognized scientists and engineers to exchange technical views, to formulate and to recommend policy and projects of mutual interest, and to maintain the technical prestige of the organization.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on education, your transcripts will be required as part of your application. To be eligible, you must have, and your resume must describe, at least one year of specialized experience equivalent to the NH-03 grade level.

Conditions of Employment

  • 1. This position has been designated as “Mission-Critical Emergency Employee” for continuity of Government Operations (COOP). During periods of contingency operations incumbent may be required to work overtime, or perform work from areas other than the primary duty location.

    2. Position requires the selectee/incumbent to be able to obtain/maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
