Job Summary

The United States Army Test and Evaluation Command is posting this advertisement to fill a current vacancy. The chosen candidate will serve as an IT Specialist (SYSANALYSIS/DATAMGT) supporting the Metrology & Simulation Division within Yuma Test Center, Yuma, AZ. A selection will be made soon after the closing date. Selection of this position is permanent and will be made at the GS-12 grade level.

 

Duties include the development, acquisition, utilization, and maintenance of software applications, hosting environments, and associated middleware using an “N-tier” approach (separation of web, database and operating systems tiers). This includes the creation of requirements documents based on user/user group requirements and design of software applications based on these requirements documents, as well as design and implementation of hosting environments which support these applications. The incumbent is responsible for maintaining and improving the hosting environment throughout the entire lifecycle. Designs improvements in, and advises management on, configuration changes to hosting environment including both physical and virtual components

Job Responsibilities

As an IT Specialist, you will:

  • Develop applications in support of test and evaluation mission requirements and serve as the principal staff advisor and subject matter expert (SME) for the application hosting environment.
  • Troubleshoot problems with assigned applications and hosting environments and make corrective changes and system enhancements in accordance with local change management processes.
  • Diagnose and resolve system failures to isolate the source of problems between the hardware, operating system, application tiers, hosting environment, and network (local and wide-area).
  • Serves as developer and system administrator responsible for maintaining and improving the assigned systems and corresponding hosting environment.
  • Works with individual users/user groups to evaluate and develop changes in the system
  • Facilitate and participate in requirements gathering and environment design sessions convened to determine environment target state and milestones and key activities to achieve this target state.
  • Apply knowledge of modern object-oriented languages and object models, to include C#, ASP .NET and PHP, to maintain application software in an “N-Tier” environment.
  • Advises on computer requirements and coordinates as principal investigator in planning project designs and managing progress for application hosting environment and system development.
  • Design and modify the storage structure and determines search strategies to be used.
  • Develops and maintains security provisions to guard against unauthorized updates, copying, or destruction of system components, including web hosting environment, DBMS, operating system, and any associated middleware (where applicable).
  • Evaluate commercial off-the-shelf (COTS) third-party software for feasibility, technical compatibility, supportability and affordability as part of the analysis of alternatives process.
  • Monitor system utilization and capacity of assigned system environments for overall performance and resource utilization status and trends, including storage capacity, CPU utilization, and memory utilization.
  • Evaluates potential performance issues or resource constraints to initiate corrective actions when necessary.
  • Serves as system administrator for application hosting environment of assigned systems, ensuring that adequate information assurance controls are in place and properly functioning at all times.
  • Notifies installation Information Assurance Manager when deficiencies are noted and initiates corrective actions to remediate these deficiencies.

GS-12 Minimum Qualifications

Specialized Experience GS-12: One year of specialized experience which includes experience in 1) developing and maintaining software and applications; and 2) diagnosing system failures to isolate the source of problems between the hardware, operating system, application tiers, hosting environment, and network. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

 

The Specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Conditions of Employment

  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You must obtain and maintain a Secret Clearance.
  • Direct Deposit of pay is required.
  • Two-year probationary period may be required.
  • Certification in accordance with DoD 8570-01-M is required. Certification must be completed within six month of employment date.
  • Must have DOD IAT-II certification or obtain certification within six months of employment date.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee may be required to work overtime.
  • Call back and emergency duty are regular requirements of this position.
  • This position requires lifting and moving computer equipment weighing up to approximately 45 pounds.
  • Applicants must obtain and maintain a valid motor vehicle operator’s license within 6 months of hire.
  • May be required to wear an electronic pager or cellular telephone and maintain a working home telephone at all times.
