Job Summary
Serves as the G-3, Operations Specialist responsible for advising and providing guidance to the G-3 in the development, review, analysis, and evaluation of the effectiveness of WSMR modified or existing programs, operations, facilities, organization, and force structure. Serves as the Directorate point of contact on administrative matters by accomplishing, revising or reviewing reports, studies, concurrence and other correspondence exiting the Directorate. Serves as the primary Action Officer responsible for developing or updating policies or regulations, Additional responsibilities include the management and oversight of tasking and ceremonies for the US Army Test and Evaluation Command (ATEC) White Sands Missile Range (WSMR) responsible for Internal, External, and Worldwide Individual Augmentation System (WIAS). Provides advice to the Commanding General and Command Sergeant Major, ATEC on all ceremonies in support of ATEC WSMR and United States Army Garrison-WSMR (USAG-WSMR) to include each tenant unit for various ceremonies within the WSMR Region.
Job Responsibilities
1. Conducts comprehensive functional and operational analyses of all missions with a thorough grasp of strategic concepts and vision, assist in the developments of an articulated strategy of task methodology to guide operational activities. Assist in developing and coordinating management activities, policies, and the accomplishment of the overall mission. Works and coordinates directly with USAG WSMR Directorate of Plans Training, Mobilization, and Security (DPTMS) Emergency Operations Center. Engages ATEC APG G-3/5/7, ATEC WSMR subordinate Commands, Directorates, and Staff, and USAG WSMR to create a planning environment in favor of ATEC objectives. Assist in the consolidation and coordination of all command operational policies procedures to include the command SOPs for crisis actions, defense conditions, and emergency situations. Assist in the planning and conduct of combined and joint services exercises involving the command and its subordinate commands. Serve as a critical link between G-3 and higher and subordinate organizations to ensure smooth transitions from planning to execution phases of exercises and operations. With the supervision of the G-3 prepares and presents command briefings to visitors as required. Assist the G-3 in conducting special sensitive studies and projects. Continuously evaluates and analyzes instructions and procedures for accuracy and flexibility to meet changing parameters of mission and the capabilities of joint operational planning and execution system and associated software. 2. Incumbent is ATEC WSMR staff member responsible for receiving and processing Command tasking’s in support of Headquarters ATEC Aberdeen, and Command tasking’s in support of Department of the Army Serves as the ATEC subject-matter expert for tasking. Upon receipt of Command tasking from ATEC or request for tasking support from subordinate units, obtains personnel-strength information from G-1 and equipment-strength management information from G-4 to determine which unit to task to fill the requirement. Analyzes personnel and equipment availability and recommends tasking recipients to the G-3. Provides reclama to ATEC within seven days of tasking if Command is unable to satisfy the tasking. Provides reclama to subordinate units within seven days of receiving a request for tasking when the request is denied by the G-3. Briefs the G-3 and senior leadership on the status of tasking’s and on-going tasking coordination. Establishes and maintains coordination with the ATEC WSMR, ATEC APG, and subordinate unit staffs to obtain data on which to base tasking decisions. Maintains accurate records to ensure fairness of tasking distributions. Processes tasking actions in accordance with regulatory guidelines and suspense dates. Maintains reliable database tasking-tracking tools and keeps those individuals with a need to know informed. Tasks and tracks Individual Augmentees, and tracks Exercise Support tasking’s. Maintains the access to Tasking Input Data and provides a weekly update to the G-3. Develops and maintains Internal and External Tasking SOPs to train back-up tasking assistants. (20%)
3. Maintains current knowledge of operations, force structure issues, and Army system capabilities. Prepares staff studies, information, and decision papers on procedures, policies, directives, etc. Develops and executes goals, plans, policies, procedures, and protocols necessary to ensure maximum support is provided to the mission. Maintains current knowledge of Operations Orders (OPORD), Fragmentary Orders (FRAGO), and Tasking Orders (TASKORD) issued by higher headquarters and knowledge of mobilization plans prepared by subordinate headquarters and units for compliance with higher headquarters plans and objectives. Provides guidance for assigned units in joint operations. (15%)
4. Determines soundness of existing directorate procedures, systems, reports, etc., for both mission and administrative programs. Recommends, develops and implements modifications where appropriate, and develops new or revised systems and procedures to measure progress in realizing program goals. Negotiates with external directorates and agencies to resolve problems. Executes organizational administrative programs (e.g., weekly meeting, internal/external communications planning and reporting, task and suspense tracking, resource requirements analysis and review). Uses SharePoint to develop and implement improvements to administrative systems and procedures to also improve knowledge management techniques for the organization. (10%)
5. Coordinates with various Federal, state, and local governmental agencies and reviews various Federal, military, state, and local laws and regulations for applicability and implementation to WSMR. In concert with Installation and neighboring planning organizations, plans, coordinates, and oversees the planning and execution of all programs, meetings, and events that support their conduct to include highly visible public relations events, ceremonies, and other special events conducted for both the military and civilian community; coordinates the support of all state, county, and local community support requests. Coordination efforts involve all aspects of WSMR Directorates, Office Chiefs, and contractors. Provides state-of the-command briefings and reports on the status of the functional areas and coordinates command visits, conferences, and symposiums. (15%)
6. Provides coordination and continuity for ceremonial events in their preparation and execution along with the development of the standards for the conduct of the ceremonies. Provides direct support to all concerned with regard to official and/or special functions, visits, conferences, awards and retirement ceremonies. Researches the military requirements, and the regulations from the various services. Incorporates the information with the mission of Ceremonies and Special Events, the purpose of the individual ceremony and the request of the honored individual. Coordinates retirements, changes of command and associated events for distinguished persons being honored. Provides support to protocol requirements which must be accomplished prior to any event. Answers queries and provides guidance on complex questions that relate to drill and ceremonies, flag etiquette, and ceremony development. Advises on appropriate uniform for official and special events (10%)
Job Qualification
1. In depth knowledge of all operational plans (OPLANS), Crisis Action Team (CAT) and Battle Staff (BS) operations out of the Command Operations Center (COC), exercise schedules, and all other operational orders. Must have experience with, certified knowledge of and must maintain proficiency with the Worldwide Individual Augmentation System (WIAS). Incumbent is required to be technically proficient with the operation of secure and non-secure communications equipment. Must be flexible and able to react and adapt quickly to constantly changing unpredictable situations, be able to anticipate and react to operational changes, and be flexible enough to adjust to changing work situations.
2. Knowledge of tasking regulations and operating procedures and skill in applying fact-finding techniques to gather clear-cut factual background information to support tasking recommendations to the supervisor. In presenting recommendations and negotiating solutions to disputed recommendations, skill is required in applying analytical techniques in determining the needs and the desires of the Commanding General, WSMR.
3. In-depth knowledge of military services ceremonial matters, and a broad knowledge of the organizations within the Army. Completely familiar with all aspects of the military operation to include the Department of the Army, the Department of Defense and the other services policies and regulations that pertain to ceremonies on a national and international scope. Familiar with services/facilities that are available within the WSMR Area of Responsibility.
