PLACE OF WORK
There are two positions open in the U.S. Army Evaluation Center (AEC), Aviation and Fires Evaluation Directorate (AFED), Long Range Precision Fires Division and Unmanned Aerial System (UAS) and Counter-Unmanned Aerial System (C-UAS) Division at Aberdeen Proving Ground, Maryland
 
Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-13 Step 01 through GS-14 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. This position is subject to the NH-04 Non-Supervisory Professional control point of the ATEC Control Point Policy. Therefore, the salary for this position will be set no higher than $182,258 including locality.
 

Job Responsibilities

Leads and facilitates ATEC's test and evaluation efforts for systems within the Aviation and Fires Evaluation Directorate (AFED). AFED serves as the Army Evaluation Center's (AEC) focal point with overall management responsibility for system evaluations (effectiveness, suitability, survivability, and safety) of material systems and associated software in the following commodity areas: Unmanned Aerial System (UAS) and Counter-Unmanned Aerial System (C-UAS), and Long Range Precision Fires. Operates in the capacity of the following functions and carries out duties as listed below:

1. Evaluation Integration. Works at a senior level to define, integrate, and implement strategic direction which results in long-term impact to Army evaluation processes and procedures. Manages development and integration of Army Test and Evaluation Command (ATEC) System Team(AST) inputs into higher headquarters evaluation reports and products. Responsible for the overall evaluation of the system to include technical performance in critical areas, design stability/maturity and assessment of risk and progress toward meeting key performance parameters (KPPs), key system attributes (KSAs), operational utility, and effectiveness, suitability, survivability. Lead for the development of all assigned AEC briefings and documents.

2. Performance Evaluation. Serves as a recognized expert on UAS/C-UAS and/or LRPF systems; and focuses on evaluating system effectiveness. Develops innovative solutions and methodologies necessary to evaluate complex systems requiring in-depth knowledge of assigned commodity; evaluates all test plans for accuracy in support of assigned systems; utilizes statistical principles for problem-solving; applies commercially available tools for data reduction and analysis; interprets test results for recommendations on system effectiveness; and applies modeling and/or simulation as necessary to extend item-level results to force-level impacts.

3. Test Integration. Responsible to manage and plan DT events to support evaluated programs. Develops and presents test input for all T&E planning documents and participates in all T&E Working-Level Integrated Product Team (WIPT) meetings. Assists the test officer and PM in the planning and execution of the test readiness reviews.

4. Safety Evaluation. Identify safety test requirements to support the safety evaluation. Lead the system safety working group for ATEC for assigned programs. Responsible for generating Safety Releases (SRs) in support of testing involving Soldiers and Safety Confirmations (SCs) in support of equipping, fielding, and milestone decisions for assigned systems and ensuring safety is addressed in evaluation reports.

5. ATEC System Team (AST) Chair. Responsible for integrating all ATEC T&E activities and synchronizing all AST products; coordinates with AST members for all formal products and briefings. Sets reasonable suspense dates for development and reviews of documents; reports to multiple levels of leadership; represents the CG, ATEC on AST matters; uses the approved ATEC Enterprise system to manage all programmatic data; coordinates AST funding requirements with appropriate PM channels; and assists with and oversees the plan, processes, and status of instrumentation certification and accreditation of models.
