PLACE OF WORK:

This NH-04, Interdisciplinary position is located within the ATEC, G6 Directorate, Enterprise Services Division, located at Aberdeen Proving Ground, MD. 21005.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $173,070 including locality. Total salary cannot exceed executive level IV pay cap of $176,300. Where necessary, reduction in locality will be made to ensure Executive Level IV is not exceeded.

Job Responsibilities

Serves as a senior Cloud Computing, Software Engineering, and Data Architecture subject matter expert, project manager, and staff advisor for the U.S. Army Test and Evaluation Command (ATEC) with direct responsibility of performance within the ATEC Information Management Directorate. Works under the supervision of the Enterprise Services Division Chief and receives broadly defined missions, projects, and resource guidance. Exercises full authority and uses considerable initiative and judgment to develop long-range goals, objectives, and work plans; allocates and manages project resources; and assures implementation of technically sound solutions integrated seamlessly with the ATEC Data Architecture. Anticipates and explores complex problem areas and directs timely, corrective action. Coordinates independently with the ATEC Chief Data Officer (CDO), test center CIOs and CDOs, and AEC AIAMD as a member of the Cloud Enablement Team to ensure total synchronization and unity of effort in building and operating the ATEC Data Mesh and other cloud services, refactoring and migrating applications to cloud hosting, establishing and governing a DevSecOps secure cloud applications development pipeline, and otherwise implementing digital transformation. Manages enterprise-wide IT projects across G-6 divisions, headquarters directorates, test centers, and at times the entire Army Modernization Enterprise. Exercises authority to initiate, plan, direct, and execute support activities related to the assigned mission. Reviews project plans and schedules and is accountable to Director, G6/Information Management Directorate for the quality and quantity or products as well as their timely completion. Develops long-range goals and objectives to enhances and expand ATEC mission capabilities. Sets and adjusts priorities for major projects and programs. Evaluates state-of-the-art technology and fosters technology insertion in ATEC programs. As a recognized authority in the broad area of information systems engineering, serves as technical advisor to the Director, G6/Information Management Directorate. Participates or provides representation to committees, panels and working groups which are convened by HQDA, DoD, and other federal departments to resolve problems, establish requirements, and develop alternative courses of action. Represents the Director, G6 within the assigned area of responsibility in extensive contacts with top level officials of government, industry and academia. Deploys as needed to support Test and Evaluation projects and Army Futures Command events (e.g. EDGE 23)..

Job Qualification

     In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     The experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
    (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
    (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
    (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
    (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

  • This position is subject to a Temporary Duty or business travel requirement of 10% or less of the time. Must be willing and able to travel on military and commercial aircraft
  •  Employee must be able to obtain within 6 months and maintain certification and training required of a DoD 8570.01-M Information Assurance Manager Level III. Or obtain and maintain foundational qualification as a DoD Cyberspace Workforce work role 722 (Information System Security Manager), with advanced proficiency level, within 9 months under DoDM 8140.03 once implemented by Army.
  • This position requires a Secret Security clearance. 
  • Appointment to this position may require a 1-year probationary period.
