Job Summary
This is a developmental assignment opportunity for the position of Emerging Technical Advisor at the Office of the Director, Operational Test and Evaluation (DOT&E), Strategic Initiatives, Policy and Emerging Technologies (SIPET).
The SIPET is a new Deputate established to identify, document, and execute the strategic initiatives outlined as part of a draft Strategy Implementation Plan in the recently published DOT&E Strategy Update 2022. This position has been established in order to facilitate actions outlined in the implementation plan.
The position is open to all eligible employees ATEC-wide. Engineers, scientists, and operations research analysts are preferred.
Eligibility Requirements:
- Open to high performing senior NH-03 or NH-04 (GS13-15 equivalent) Civilians who have served at least 1 year as employee at ATEC prior to application, IAW ATEC Regulation 350-1, Chapter 9-6.
- Applicants subject to a formal disciplinary action in the last 52 weeks from the time of application will not be considered.
- Applicants must not have completed a developmental assignment within the past two years from the time of application
- Applicants must have received a “Fully Successful” or equivalent on their latest performance appraisal.
- Both Acquisition and Non-acquisition civilian workforce members may apply.
Duration: This is a developmental assignment for a period of up to 180 days.

Salary and Overtime/Compensatory Time: Salary will be the responsibility of the parent organization. Overtime or compensatory time incurred during the assignment should be coordinated between the parent and host organizations and paid for by the host organization.
TDY: Up to 20%. DOT&E will fund TDY to and from the local commuting area of the assignment if candidate of interest resides outside thereof. DOT&E will also fund any TDY incurred during assignment.
Work Schedule: Alternate work schedules must be communicated and approved by both host and parent organization supervisors.
Telework/Remote Work: Regular and recurring telework eligible. The position may be 80-90% virtual and will follow telework guidelines IAW OSD DOT&E’s policies and procedures. Onsite requirements to the Northern VA/Washington D.C. area may occur.
Resources: IT support and facility access will be provided by the host organization.

Job Responsibilities
- An engineer, scientist, or operations research analyst supporting the advancements of T&E tools, methods, infrastructure and processes in accordance with the DOT&E Strategy.
- Analyze the advances in one or more of the following: T&E for artificial intelligence-based systems, space systems, cyber, hypersonic, directed energy weapons, joint all domain command and control and other multi-domain operations enablers to include data management and data analytics.
- Conduct gap analysis in one or more such areas, prioritize research and development projects to close the gaps, in coordination with industry, academia and Service laboratories and T&E organizations.
- Inform and develop pertinent policy, guidance and training to advance and promulgate the gained knowledge within the T&E communities.
- Participate in and/or lead workshops, conferences, and publish in peer-reviewed and other journals to advance the findings developed under the SIPET leadership.
- Coordinate and collaborate these efforts within the T&E community and other pertinent stakeholders. Participate and/or lead assessments regarding current guidance and policy and provide recommended improvements with plan of action.
- Participate in and/or lead innovation/brainstorming sessions, design thinking meetings, reviews, and site surveys necessary to complete the tasks delineated herein. Maintain historical records of associated meetings and events.
- Maintain an expert technical management relationship with Component T&E representatives to assist in the planning, execution, and assessment of assigned activities.
- Provide expertise in areas of test planning, test concept development, data collection methods and instrumentation, and test reporting in the selected emerging technology area.
- Participate in the creation and publishing of products/reports in support of SIPET initiatives.
- Lead the development and/or update of technical training modules that support T&E test planning, data collection, analysis, and modeling and simulation applications and methods.
Job Qualification
1. No prior experience is necessary for qualifying for this position. Training will be provided as needed on the job.
2. Positive education requirements are not required for this position. Occupational series for engineers, scientists, or operations research analysts are preferred.
3. Candidates must possess a Secret clearance and ability to maintain during assignment.
HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
1. Candidates will be evaluated based on their resume and recommendation letters from their immediate Supervisor and Directorate Director.
2. Engineers, scientists, or operations research analysts preferred
3. Operational Testers preferred
4. Candidates who can demonstrate strong understanding of key Testing & Evaluation (T&E) policies and/or technical background in emerging technology spaces (e.g. AI, Cyber, threat-based systems, etc.) preferred

2. ATEC employees must meet minimum eligibility requirements according to the latest guidance published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6. External candidates must comply with their local policy’s eligibility requirements.
