Job Summary

The United States Army Test and Evaluation Command is posting this advertisement for the subject position. The chosen candidate will serve as a Management Analyst supporting the S-1 Directorate in the Manpower Division at Yuma Proving Ground, AZ.  A selection will be made soon after the closing date. Selection of this position will be made permanent at the NH-0343-03* (GS12). 

 

*There is NO immediate pay change with a reassignment if selected.

 

ATEC uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, this position will be set at the Journeyman Management Analyst with a salary set no higher than $113,603.94 with locality pay.

Job Responsibilities

  • Serves as an analyst and with responsibility for managing, administering, directing and overseeing all aspects related to the Risk Management and Internal Control Program (RMIP), Manpower Division, support agreements, and major/minor studies.
  • Maintains audit trails of all manpower allocations based on Program Budget Guidance, Command Plans, and Program and Budget Decisions. 
  • Analyzes requests to increase, decrease, or change the authorized TDA and prepares and analyzes other related reports.
  • Develops and maintains an Internal Control Evaluation Plan (ICEP) that describes how key management controls will be evaluated over a five-year period. 
  • Assists in developing program standards, policies, and procedures to ensure compliance with DoD directives, policy guidance, and procedures. 
  • Utilizes various computer programs and applications, including Personnel Action Tracking Systems, Microsoft Army 365 Office Suite, Microsoft Power Platforms, and Microsoft A365 SharePoint Online.
  • Ensures accurate, complete, and timely information, communication, and correspondence for personnel and program actions, including reports, metrics, correspondence updates, organizational charts, and policy memorandums or letters.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret clearance or access for the duration of employment. A background investigation and credit check are required.
  • Travel away from the normal duty station is required up to 10% of the time.
  • This position requires Financial Management Certification Level 2. Incumbent is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
