Job Summary

Open to only current ATC Civilian Employees, AEC, ATEC HQ NH 03 GS12/13 equivalents.
Period of Assignment - NTE 179 days
Dates of Assignment:

End - 30 April 2025
Job Responsibilities
- Serves as a Lead Facility Operations Specialist performing duties which include operation, termination,
and coordination of the maintenance of RDT&E infrastructure to include physical test facilities, office
buildings, utilities, range areas, grounds, and equipment-in-place(EIP) for the Aberdeen Test Center
(ATC).
- Works independently and with broad, upper-level scope and guidance and interprets the input
to develop strategies, plans, goals, means and methods for all elements of the facilities operations
team.
- Ensures the main purpose of the work is to ensure test facilities, utilities, grounds, and EIP meet
mission requirements.
- Possesses administrative, managerial, and a broad technical knowledge of the operating capabilities and
maintenance requirements of various kinds of test facilities, physical plants, and equipment and is responsible
for all assigned projects to include studies, reviews, evaluations, and preparation of service and/or requirement contracts.
- Serves as leader over a team of Facility Operations Specialists, and Engineering Technicians
augmented by contractor support personnel.
- Provides technical guidance, outlines designs, plans, and construction methods to address a wide range of customer
requirements and command directed improvements aimed at Army Modernization.
- Responsible for carrying out a range of coordinating, coaching, facilitating, problem-solving, integrating, reviewing,
and support duties in support of the unit or a District Support Team (DST).
- Serves as liaison with the Division Chief and is accountable for timely delivery of quality work products and services
from the team. Coaches, facilitates, and coordinates the work of the unit or DST with that of the Military Programs
Community of Practice.
- Communicates assignments, milestones, deadlines, assures timely performance, satisfactory amount, and quality of work.
- Assures that the strategic plan, mission, vision, and values are communicated to the team and integrated into the team's
strategies, goals, objectives, work plans, and work products and services.
- Communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program
issues under review, and deadlines and time frames for completion.
- Coaches the team in the selection and application of appropriate problem-solving methods and techniques; provides
advice on work methods, practices, and procedures; and assists the team and individual members in identifying the
parameters of a viable solution.
- Leads the team in identifying, distributing, and balancing workload and tasks among team members in accordance
with established workflow, skill level, and occupational specialization.
Job Qualification
- Per ATEC 350-1: Employees must have completed 1 year of employment prior to applying for developmental assignment.
- Must not have previously completed a developmental assignment within the last 2 years.
- Applicants will be excluded from participating in the program if they have been subject of formal disciplinary actions within the last 52 weeks.

Specialized Experience
- Knowledge of the operating capabilities and maintenance requirements of various kinds of test facilities, physical plants, and equipment.
- Knowledge of disciplines including electrical, civil, and mechanical engineering as related to RDT&E facilities and test equipment in place (EIP) maintenance and management operations.
- Knowledge of regulatory standards such as fire, safety, security, OSHA, and DOD Construction Criteria in the context of facilities management.
- Knowledge of environmental compliance requirements, especially those related to site work construction, sedimentation controls, and protection of wetlands.
- Knowledge of the Department of Army (DA) guidelines for project review to ensure content alignment.
- Skills in developing, coordinating, and managing a diverse range of facility and utility projects, ensuring they adhere to regulatory and code compliances.
- Skills in liaising effectively with multiple stakeholders, including test personnel, environmental experts, and regulatory agencies.

Conditions of Employment
- Position requires the applicant/incumbent to be able to obtain, and maintain, eligibility for a Secret security clearance
- The selected will remain assigned to his/her permanent position of record while on the developmental assignment.
- The selected will remain at his/her current grade (DA has no promotion potential).
