Job Summary

This is a developmental assignment opportunity for a high performing NH-03 OR 04 (GS13 – 14 equivalent) DA Civilian to hone experience in a supervisory role as a Division Chief at HQ ATEC, G-6, Enterprise Services Division. This is an excellent opportunity to develop critical leadership skills such as project management and supervisory experience. Candidates will also have the opportunity to help implement strategic initiatives towards transforming ATEC into a more data-centric workforce to support Army initiatives and priorities.

Duration: This is a recurring developmental assignment for a period of up to 180 days. Start date o/a: 10 June 2024

Funding: Salary will be the responsibility of the parent organization.

Temporary Duty Orders (TDY) to and from the assignment’s duty location will be the responsibility of the parent organization.

Any TDY incurred for mission duties of the developmental assignment will be the responsibility of the host organization. Expected TDY is less than 10%.

Premium pay incurred during assignment will be the responsibility of the host organization.

Work Schedule: The host organization will determine tour or duty and duty days.

Telework Policy: Telework is allowed. Please see more details under “Conditions of Employment.” Remote option is not allowed.

Resources: IT support and facility access will be provided by the host organization.

Job Responsibilities

Duties for this position include but are not limited to the following: 

1) Serve as subject matter expert (SME) in IT policy and governance, strategic planning, performance measurement, requirements engineering, project management, enterprise architecture, and portfolio management.

2) Serve as a principal advisor on information technology and management functions to the ATEC G6 on all facets of establishing, modifying, implementing and controlling automated data processing systems. This will include maintaining contact with key personnel at the operational levels in ATEC, other commands, HQDA, other services, and DOD related to mission priorities, T&E programs, plans, requirements, resources, and current and emerging technologies. Apply IT-related laws, policies, directives, and provide IT-related guidance through the total acquisition lifecycle.  

3) Prepare ATEC Enterprise Architecture (EA) artifacts as needed that add value and align with Army and DoD EA. Oversee planning, solution design, development, application security, testing, sustainment, updates, and portfolio management of ATEC enterprise and local HQ software applications.

4) Advocate for the mission of the Army, ATEC, the G6, and the division to all employees, and advocate their needs to the CIO. Provide employees with purpose, direction and motivation

5) Determine and communicate G6 and HQ ATEC positions on major projects and policies to senior levels. This will include preparing, reviewing, and approving major reports and policies for internal and external distribution. Resolve diverse viewpoints on controversial issues. Will have opportunities to present organizational briefings to internal and external audiences to convey strategic vision, plans and policies.

6) Embrace and support all ATEC policies and apply them equitably and evenly.

7) Performs other duties as assigned.

Leadership Responsibilities:

1) Serve as Project Manager. Duties may include:

•    Fostering relationships and team cohesion to facilitate clear requirements definition, development of technical specifications from mission requirements, and analysis of alternative solutions/courses of action.
•    Establish priorities and assign work based on the difficulty, complexity, type of work, and incumbent capabilities.
•    Manage all assigned resources efficiently and effectively and identify resource requirements needed to accomplish mission to supervisor.

2) Serve as supervisor by perform full range of technical supervisory duties.  This may include: 
•    Providing guidance and direction to assigned employees. 
•    Delegate authority to subordinates and hold them responsible for the performance of their teams.
•    Review and accept or reject work accomplished; evaluate subordinates' performance; identify and fulfill the training needs of subordinates. 
•    Provide advice, counsel, and instruction on technical and administrative matters.
•    Hear and resolve employee complaints and refer the more serious unresolved cases accordingly. Develop and assign goals and objectives to subordinates. 
•    Serve as mentor and help employees establish realistic and achievable personal career goals, action plans and timelines. Coach employees to inspire purpose, direction, and motivation regarding career counseling and work performance.
•    Monitor level of performance success among employees and perform counseling to identify strengths to sustain and opportunities to improve.

Job Qualification

1. Familiarity with Microsoft 365 offerings (especially SharePoint Online and the Power platform – PowerBI, PowerApps, Power Automate).  

2. Familiarity with Microsoft Azure and other cloud service providers, along with knowledge in Low Code / No Code Platforms.

3. Familiarity with software development languages (esp. .NET and JavaScript), tools, and methodologies (e.g. Agile, Scrum).  

4. Experience leading and managing people and with project management.

5. Good communication skills – writing, listening, presenting.  
 

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

 

  • Advanced degree preferred in computer science, IT management, engineering, operations research, or a related subject.
     
  • Experience in coordinating and connecting expertise across organizations to providing the highest quality and timely support consistent with mission objectives. 
     
  • Ability to constantly and effectively communicate with superiors, subordinates and peers. Communications are clear, concise, accurate, professional, and at appropriate level of technical detail. 
     
  • Some experience lead meetings, briefings and collaborative information exchanges to facilitate team and organizational communication preferred. 

Candidates will be evaluated based on their resume and recommendation letters from their immediate Supervisor and Director.

Conditions of Employment

1. Candidates must possess a Secret clearance and ability to maintain during assignment.

 

2. Acquisition training must be complete and candidates must be in good standing.    

 

3. ATEC employees must meet minimum eligibility requirements according to the latest guidance published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6. External candidates must comply with their local policy’s eligibility requirements. 

 

4. Candidates must be able to work on-site up 4 to 5 days during a pay period in accordance with the latest ATEC telework policy. 

 

Required in-office workdays will be four (4) days per pay period. These days should be discussed with the host organization supervisor prior to the start date. 

 

Effective 8 Sep 2024, the required in-office workdays will be increased from four (4) days per pay period to five (5) days per pay period. There will be 2 core mandatory in-office days per pay period. That day is Wednesday.  

 

4. Continued Service Agreement. Per AR 350-1, Army Civilians selected for non-Government training in excess of 40 hours, or Government training/developmental assignments in excess of 160 hours must sign a CSA in the Department of the Army before training begins. The period of service obligation will be equal to at least three times the length of the training period, at a minimum. Command or career program funding the training may require more time based on associated training costs. Calculation of the continued service obligation period will not include weekends or federal holidays. The obligation period begins on the first day following the completion of training or program of study. 

 

The calculator and agreement will be sent after the start and end dates have been finalized. This must be signed and returned to the S1/G1 proponent managing this action prior to the start date. A copy should also be provided to the selectee’s supervisor.
