Job Summary

This position performs as a Management Analyst applying skills in analysis, evaluation, and communication to programs, projects, studies, analyses, and other tasks that support strategic planning, business management, and business transformation activities with the Army Test and Evaluation Command working with the Command Staff Directorate.

Job Responsibilities

•    Collaborates and consults with stakeholders, project managers, other business analysts, and subject matter experts at all Command levels.
•    Develops and demonstrates results of quantitative/qualitative data analysis to evaluate alternative courses of action for addressing business problems.
•    Prepares and presents various analytical reports, briefings, evaluation reports, studies, charts, graphs, correspondence, information papers, and similar products to command, staff, and managers to achieve mission objectives.
•    Plans and conducts specialized and short-term studies.
•    Uses web-based collaborative tools such as email, Sharepoint, computer networks, Army Knowledge Online (AKO), and audio/video conferences in collaborative work activities and staff coordination.

Job Qualification

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11:
Specialized Experience: One year of specialized experience which includes participating in studies of work processes to improve the organization's productivity; researching new or improved business and management practices for application to agency programs or operations; preparing various data reports to analyze business processes; and delivering briefings to managers on study findings and recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-09:
