PLACE OF WORK: 

Dugway Proving Ground is seeking applicants with a Hunan Resource background for a Management Support Specialist for the Human Resource Office (S1) for Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. This position is being advertised at multiple levels. If selected below the GS-11 level, you may be noncompetitively promoted to the next level once all conditions for advancement have been met. This includes but is not limited to 1 year of specialized experience at the next lower grade level, meeting Time-in-Grade, and having an acceptable work performance. Management may select from any level for which this position is advertised and for which the applicant is qualified. This position may also be filled via a reassignment for current, permanent Federal Army Civilians or via a Transfer for current, permanent DoD civilians.

Job Responsibilities

  • Assists management with initial position description development leveraging Office of Personnel Management (OPM) guidance to discern factor discriminators and duty descriptions.

     

  • Administers the Wellness Program: As the primary wellness facilitator for Dugway Proving Ground – Army Test and Evaluation Command, implements, coordinates, and integrates health promotion ready and resilient program as well as the telework and fitness programs.

 

  • Assists with the ATEC employee developmental program by reviewing/auditing employee Individual Development Plans (IDPs) and assisting supervisors and the training coordinator in determining common trends, deficiencies or factors that may require management attention.

 

  • Serves as action officer and liaison between the divisions, higher headquarters, and the Civilian Human Resource Servicing Center (CHRSC) and other Civilian Personnel Advisory Centers (CPAC) to resolve HR related issues.

If selected at a level below the GS-11, duties will be developmental in nature until you reach the full performance of the position.

Specialized Experience

SPECIALIZED EXPERIENCE: 

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. If your resume does not contain this information, your application may be marked as incomplete, and you may not receive consideration for this position.

 

General Experience for the GS-5: Three years of progressively complex work experience with one of those years encompassing duties such as:  utilizing automated tools to analyze statistical data; providing services on HR programs such as: telework, leave, or awards; analyzing problems and recommending corrective actions; evaluate policies and practices for consistency in the HR applications; or providing guidance or briefings to all management levels on HR related issues. This definition of general experience is typical of work performed at the next lower grade in the federal service (GS-04).

Education: A four-year course of study leading to a bachelor’s degree.

Combination of Education and Experience:  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

 

Specialized Experience for the GS-7: To be found qualified, your resume must reflect one year of specialized experience which includes ; 1) Utilizing automated tools to analyze statistical data; 2) Providing HR services on programs such as: telework, leave, or employee development; 3) Analyzing problems and recommending corrective actions; 3) Assisting in position description development and organizational structure; AND 4) Evaluating  policies and practices for consistency in the HR applications. This definition of specialized experience is typical of the work performed at the next lower grade/level position in the federal service (GS-5).

OR

Education: One full year of graduate level education in the field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, or related field.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor’s degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in the Education above. Superior Academic Achievement is based on: (1) Class Standing – Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts of the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) – Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on your official transcripts, or as a computed based on 4 years of education, or as computed abased on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 (B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field competed in the final 2 years o the curriculum.; OR (3) Honor Society Membership – Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Specialized Experience for the GS-9: In order to be found qualified, your resume must reflect one year of specialized experience which includes: 1) Utilizing HR automated tools to analyze statistical data; 2) Providing HR services on programs such as: telework, leave, or employee development; 3) Analyzing problems and recommending corrective actions; 4) Assisting  in position description development and organizational structure; 5) Evaluating policies and practices for consistency in the HR applications; AND 6) Providing guidance and briefings to all management levels.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7).

Education: Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, or other related field. 

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience for the GS-11: In order to be found qualified, your resume must reflect one year of specialized experience which includes: 1) Interpreting civilian human resources laws to provide comprehensive advisory services on classification functions such as position management and organizational structure; 2) Analyzing and recommending solutions to resolve civilian human resources problems/issues; 3) Advising management on employe development and skill gap strategies; 4) Initiating personnel actions; AND 5) Creating a variety of human resources products such as: employee guides, Standard Operating Procedures, HR  training material, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such as degree or LL.M in Human Resources or related field.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages.
