The supervisor, Chief of the Army Air Division, assigns work providing instructions on administrative procedures, operating policies, and special mission requirements. The incumbent is expected to interpret policies and make critical decisions concerning changes in methods and operating procedures. Assignments are accomplished in terms of meeting organizational goals and objectives and in accordance with applicable directives, guidelines, procedures, and regulations established by Department of Army, Federal Aviation Agency, and the Army Air Detachment resolving most conflicts that arise. Operations Officer work is evaluated based upon accomplishment of organizational goals and objectives in meeting mission requirements, and overall compliance with applicable regulations, directives, and operating procedures established by the Commander and higher headquarters.
This position is located at U.S. Army White Sands Missile Range, Army Air Flight DET Operations Branch with duty location at Holloman Air Force Base, Otero, New Mexico

Job Responsibilities

Serves as Operations Officer for the Operations Branch, responsible for planning, directing, managing, and controlling all Army aircraft (single/multi-engine rotary wing and multi-engine fixed wing) assigned to White Sands Missile Range (WSMR) stationed at Holloman Air Force Base (HAFB); and for managing and supervising approximately assigned civilian personnel within the Branch. Responsible for the provision of all aviation support, training of personnel, and safety requirements generated by WSMR. Coordinates the work effort of all sections within the Detachment, to ensure mission accomplishment. Initiates pilot briefings to disseminate information from higher Command pertinent to mission specifics, safety regulations, standardization, and training.

Establishes a good working climate to encourage employees to participate in achieving management goals, and to promote efficient and economical work operations. Organizes, coordinates, and directs the work activities and personnel of the Detachment. Assigns and explains work requirements to subordinates, sets deadlines and sequence of operations. Maintains balanced workloads for pilots, shifting work among pilots to match proficiency and skills with mission requirements for most safe and effective operations. Reviews and analyzes production, cost, and personnel utilization records to evaluate progress of work and to control or reduce costs; studies continuing problems; and implements or recommends necessary corrective actions. Prepares operating instructions and work schedules; develops quality and quantity standards; spot checks flight operations, as needed. Reviews flight capabilities for effectiveness and safety administered by standardization personnel initiating required flight and ground checks. Ensures that appropriate flying hour reports and administrative records are maintained. 

Performs personnel management functions supervising and directing a workforce engaged in aviation operations, instruction, testing, supply, administration, reimbursable cost capture and flying hour program management. Performs long-range schedule planning for the Detachment and assigns specific projects and tasks to subordinate personnel. Establishes organizational deadlines and priorities; determines and assigns available resource; guides and directs work activities; deals with high level civilian and military personnel on aviation matters; and makes decisions on work problems presented by employees. Advises the Army Air Chief of problems affecting the organization and its performance; evaluates the performance of employees and makes recommendations regarding recognition and awards. Assists in recruiting and retention initiatives. Hears group grievances and refers more serious employee complaints to a higher-level supervisor; recommends serious disciplinary actions; consults with specialists on training needs, and ensures employees receive and complete required training.

Recommends promotion or reassignment of subordinates. Takes formal appraisals of their work performance, and determines training needs for all levels of subordinates. Promotes and administers a variety of management programs for the units supervised, such as safety, cost reduction, incentive awards, beneficial suggestions, flight standardization, and flight safety within policies and procedures established by higher authority. Ensures that subordinates effectively carry out policies to achieve management objectives in such areas as labor-management relations and equal employment opportunity. Schedules leave of subordinates and reviews personnel actions and employee appraisals initiated by subordinate supervisor, and serves as a management representative at hearings, meetings, and negotiations involving labor-management relations. 

Performs flight duties as pilot-in-command (PC) in single/multi-engine utility rotary wing aircraft such as the UH-1/UH-72/UH-60 based upon the operational needs and workload of the organization and may vary depending upon mission requirements. Flies missions both on and off range for the purpose of observation, transportation of cargo (internal and sling loads at maximum gross weights), test agency support, location of missile impacts, guidance of ground recovery teams to impacts, surveillance of off range impact areas during missile firings, aerial photography, transportation of personnel (including VIPs and dignitaries), search and rescue, and medical evacuation. Flies aircraft under VFR and IFR conditions both during night and day operations, on and off airways both to familiar and unfamiliar locations, and flies under adverse weather conditions (wind, blowing, dust, snow, etc.), and at high density altitudes at low airspeeds and minimum altitudes where adequate forced landing areas are not readily available. Operates from isolated and/or confined areas over desert terrain, high rugged mountains, and densely wooded areas and faces hazards which require a high degree of pilot proficiency and an exacting knowledge of aircraft capabilities and limitations on weight and balance. 

Job Qualification

*This position has a medical requirement. At the time of initial appointment, candidates for all pilot positions must possess a current first or
second-class medical certificate in accordance with Federal Aviation Administration (FAA) regulations; both meet the intent of the requirement.

*A current Federal Aviation Administration (FAA) Commercial Pilot Certificate and/or the appropriate military rating. Current Federal Aviation
Administration (FAA) certificate with commercial or higher with the following privileges: commercial helicopter and instrument helicopter or
equivalent military ratings. NOTE: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or
logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Please note - the pilot certificate must
include the rating(s) appropriate to the work of the position to be filled. For example, a position that involves flying a multi-engine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane, multi-engine, and instrument
ratings or appropriate U.S. military ratings. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also
acceptable, e.g. an Airline Transport Pilot Certificate. *You must submit supporting documentation for this requirement.
*Applicants for this position must meet certain minimum flight hour requirements, including recent flight experience. Minimum requirements
are total flight time 1500 hours (Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement.
For inservice placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of
the knowledge and skills needed to perform the work, provided: They hold the certificates and ratings required; They have acquired the pilot-incommand
hours and flight hours in other categories essential to performance of the work; They meet the requirements in terms of level and
quality of experience; and Their flying history indicates they are qualified for the position.), pilot-in-command 250 hours (Only flight hours
acquired as pilot-in-command are creditable), night flying 75 hours (For inservice placement actions 25 hours may be waived if the candidate
demonstrates the ability to perform the work), flying time in the last 12 months 100 hours (For inservice placement actions, up to one-half of the
flight hours may be waived provided the individual's total background reflects the ability to perform the duties of the position safely. For
positions flying both helicopters and airplanes, at least one-fourth of the total hours must be in either category of aircraft.), heavy helicopter 500
hours (Up to 250 hours flying time acquired in heavy multi-engine airplanes may be substituted), 75 hours instrument (at least 10 of the required
hours must have been logged in actual instrument weather. The balance may have been acquired in a flight simulator or as other types of
instrument flight time, e.g., hood instrument). (Note: documentation of flight hoursmust be provided at time of application). *Youmust

Selective Placement Factors: Applicants will need to meet the Selective Placement Factors at the time of the application process.
Applicants will need to submit copy of their certificate along with the application. Failure to provide the certificate will result in an
ineligible rating.
NH-03 Level Position: Incumbent must be a Graduate of the US Army UH-60A/L Qualification Course or equivalent prior to appointment for the
NH-03 position. This is required for the NH-03 level. (Must submit a copy of the certificate with your application package. Failure to
provide a certificate will result in an ineligible rating).
Education
Total Flight Time--Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement. For
inservice placements actions, up to one-fourth of the total flight hours may by waived for candidates who have demonstrated possession of the
knowledge and skills needed to perform the work, provided: They hold the certificates and ratings required; They have acquired the pilot-incommand
hours and flight hours in other categories essential to performance of the work; They meet the requirements in terms of level and
quality of experience; and Their flying history indicates they are qualified for the position.
Pilot-In Command--Only flight hours acquired as pilot-in-command are creditable.
Night Flying--For inservice placement actions 25 hours may be waived if the candidate demonstrates the ability to perform the work.
Flying Time, Last 12 Months--For inservice placement actions, up to one-half of the flight hours may be waived provided the individual's total
background reflects the ability to perform the duties of the position safely. For positions flying both helicopters and airplanes, at least one-fourth
of the total hours must be in either category of aircraft.
Heavy Helicopter -- Up to 250 hours flying time acquired in heavy multi-engine airplanes may be substituted.
Instrument -- at least 10 of the required hours must have been logged in actual instrument weather. The balance may have been acquired in a
flight simulator or as other types of instrument flight time, e.g., hood instrument.

Specialized Experience

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including
volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional;
philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer
experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: 1) Conduct required flight checks to ensure adherence to safety
standards; AND 2) Operate rotary wing aircraft to complete missions. This definition of specialized experience is typical of work performed
at the next lower level/grade position in the federal service (NH-02/GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the
qualification requirement using experience alone--no substitution of education for experience is permitted.

Conditions of Employment

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the
duration of employment. A background investigation and credit check are required.
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued,
required level of physical health and ability or fitness to perform the duties of the position.
This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection
of the presence of drugs is warranted.
This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and
testing due to direct involvement with an on-duty accident.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year
probation to assess your ability to perform supervisory duties is required unless previously completed.
