Job Summary

U.S. Army Redstone Test Center (RTC) participates in an alternate personnel system known as the Acquisition Demonstration Project, AcqDemo. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands.

The NH-03 band is equal to the GS-12 step 1 through GS-13 step 10. However, this position is subject to the NH-03 Non-Supervisory Senior Professional / Evaluator/ Tester / Analyst control point of the ATEC Control Point Policy $127,170 per year including locality pay.

Job Responsibilities

  • Serves as a general engineer in the Redstone Test Center (RTC), Army Test and Evaluation Command (ATEC) with responsibility for planning, coordinating, reviewing, evaluating, and providing expert engineering/technical advice relative to all aspects of the overall test and evaluation effort associated with one or several specific aviation, sensor or missile weapons systems, subsystems, components, and associated equipment or materiel
  • Represents RTC during the initial planning and design phase of the development test program to determine test design requirements and the ability of the RTC to meet the requirements to determine modifications required by RTC to accommodate the Aviation, Missile, Sensor or associated test program.
  • Participates in the development and implementation of research and development and life cycle test plans and specifications which describe the number and types of tests (e.g., missile flight, static, environmental, dynamics, component, system, etc.) and hardware requirements for Aviation, Missile and component testing. Develops schedules for planning of the various test programs to ensure the most economical and technically sound approach for satisfying program objectives, to minimize duplicate tests, and to meet major program milestones for Aviation, Missile, Sensor and associated components.
  • Coordinates customer test portfolios through recommendation to, and coordination with RTC functional test directorates, and various test agencies, and review of test program documentation (test requests, procedures, safety analyses, etc.). Determines and communicates the requirements for, and coordinates the utilization of test resources (funding, manpower, test hardware, and facilities) needed to test Army Aviation, Missile, Sensor and associated components

Job Qualification

  • Basic Education Requirement for Engineering - 0800 series:
    A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);
    OR
    (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry)in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and(g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
    OR
    B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training(EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains  registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
    2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
    3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical,mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
    4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science,mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.(You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).

    Education:
    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

Specialized Experience

One year of specialized experience which includes:  1. Experience with developing cost estimates and proposals for test customers as it pertains to aviation, missile, and sensor testing AND 2. Experience briefing senior leadership on the cost, schedule and performance for a test or a set of test programs AND 3.  Experience as a test engineer or a critical support person in planning, executing and reporting on an aviation, missile, or sensor test project AND 4. Experience with test business processes and guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $127,170, including locality.
